    DUTIES

    ANNUAL SALARY

    $97,029 (flat-rated)

    The salary for the Harbor Department is $98,950 (flat-rated)

    The salary range in the Department of Water and Power is $116,948 to $122,649. The salary range covers multiple pay grades within the class.

    Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.The current salary is subject to change.     A Welder performs skilled heating, welding, plasma cutting, and brazing, using arc, flux core, MIG, and TIG welding on a variety of modern metals in a shop, in a generating station, or in the field, using oxyacetylene and electric welding equipment; layout and fabrication work, using manual and power shears, hydraulic punch presses, notchers, benders, drill presses, disc sanders, bench and box breaks, rollers, and a variety of hand tools; reads blueprints, and maintains equipment, performing minor mechanical repairs.

    NOTE :

    A Welder may weld at various heights, including working on scaffolding, in excavations, boats, barges, container cranes, on fuel tanks, confined spaces, and in other hazardous locations; and may be required to wear a full or half-face respirator mask under certain working conditions.

    REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

    1. Completion of a recognized apprenticeship as a welder; or

    2. Four years of full-time paid experience in the following welding processes: shielded metal arc, tungsten inert gas, gas metal arc, and oxyacetylene cutting.

    Completion of a welding program at an accredited institution may be substituted for each year of experience lacking up to a maximum of two years at a rate of 15 units in welding to one year of experience specified in Requirement #2.

    PROCESS NOTES
    A license as a certified Welder for Structural Steel issued by the Los Angeles City Department of Building and Safety is required for all positions in the General Services Department, for most other positions in the City, and in the Department of Water and Power prior to appointment.Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.Applicants filing under Requirement #1 must submit an Apprenticeship Certificate at the time of filing. The copy of the Certificate must be attached to the online application BEFORE the application is submitted. If the Certificate is attached AFTER the online application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted it. Applicants who fail to submit the Apprenticeship Certificate at the time of filing by attaching it to the online application and will not be considered further in this examination.Applicants filing under Requirement #2 must list their specific welding processes experience separately for each employer with the dates of employment on their application. Applicants who fail to provide this information will not be considered further in this examination.Some positions may require a valid California Class C driver’s license; or a valid Class B driver’s license and valid medical certificate approved by the State of California Department of Motor Vehicles, prior to appointment. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).In accordance with Section 608 of the Clean Air Act, an Environmental Protection Agency approved Technician Certificate may be required for some positions prior to appointment.Prior to appointment to some positions, Welders will be required to pass the tests for Operator Qualification in accordance with Section IX of the ASME Boiler and Pressure Vessel Code. Employees in these positions must maintain their welding Operator Performance Qualifications throughout the course of employment.Please note that qualifying education must be from a trade school, college or university accredited by a City of Los Angeles recognized agency. A list of approved accrediting agencies can be found at http://per.lacity.org/Accredited%20institutions%2008-21-08.pdf .Applicants wishing to substitute completion of a welding program for experience must list their school name and location, appropriate course titles, their respective number of semester or quarter units, and completion dates for each course claimed as qualifying in the text box which will appear in the Supplemental Questions section of the online application.Candidates completing the examination process will be contacted by the Personnel Department to provide required proof of qualifying coursework, if applicable. Applicants who wish to expedite this process may attach a copy of their qualifying coursework to their on-line application at the time of filing in the Attachments section.

    In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period's selection process.

    SELECTION PROCESS

    Examination Weight :
    Multiple-Choice Test . . . . . 100%

    The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test the following competencies may be evaluated: Mathematics; Self-Management; Safety Focus; Customer Service; Teamwork; Job Knowledge, including knowledge of: the operation and adjustment of electric welding equipment; processes of welding, cutting, brazing, hard-facing, and skilled heating; types and uses of joints and filler metals for ferrous and nonferrous metals; fabrication and uses of templates and drawings; standard welding symbols approved by the American Welding Society; the air arc gouging process; oxy-acetylene processes; and other necessary skills, knowledge, and abilities.

    The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination.

    For candidates who apply during Filing Period 1, it is anticipated that the remote proctored multiple-choice test will be administered between WEDNESDAY, MARCH 29, 2023 and TUESDAY, APRIL 4, 2023

    For candidates who apply during Filing Period 2, it is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, APRIL 2, 2024 and MONDAY, APRIL 8, 2024.
