    Primary Duties:
    Under basic supervision, provides counseling, education, and assessment for infants, children, and pregnant, postpartum, and breastfeeding women clients for the Public Health District (PHD); supervises and trains clinic staff.
    Required:
    • Bachelor's Degree in Nutrition, Food Sciences, or a related field
    • 1 year supervisory experience
    • Texas Drivers License
    • Registered Dietitian License by the Academy of Nutrition and Dietetics within 90 Days
    Preferred:
    • 2 years experience in nutrition programs
    • Bilingual

    Essential Functions:
    • Provides direct client care for PHD clients, including interviewing and assessing nutritional status to determine client's WIC eligibility and nutrition care plan; performs anthropometric and biochemical measurements; approves specialty infant formulas; provides nutrition education and outreach programs and works with the community to increase public awareness of proper nutrition; provides information, counseling, and medical case management according to specific program and physician guidelines.
    • Supervises staff, assigns duties, monitors operations, and reviews the work of assigned staff to assure the efficient and timely accomplishment of assigned duties and responsibilities.
    • Evaluates appropriateness of formula issuance; coordinates quality assurance plan; and performs supervisory and clerical duties as needed.
    • Tracks and completes State Reports for Continuing Education Credits (CECs) for WIC Certifying Specialists and Certifying Authorities.
    • Provides nutrition case management and referrals as needed for high-risk participants, including but not limited to caloric and water flush calculations for tube feedings for appropriate metabolic formulations and tracking drop shipments for medically fragile participants to reduce disruption of supplement to qualifying participants.
    • Develops lesson plans for nutrition education that are compliant with State WIC policies and guidelines.
    • Conducts event planning and coordination for nutrition education programs and classes provided to staff and to the public.
    • Assists with staff Performance Reviews related to nutrition education duties and skills.
    • Driving is essential.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
