    Summary

    The City of Mount Vernon is recruiting for Maintenance Worker - Streets / Storm Water / Wastewater.

    All positions require a Commercial Driver’s License, Class A

    with Tanker Endorsement

    Candidates may be hired in any level based on Experience, License and current Certifications.

    Streets Collections Operator I
    Salary Range: $5,104 - $6,465 / month

    Streets Collections Operator II
    Salary Range: $5,359 - $6,788 / month

    Streets Collections Operator III
    Salary Range: $5,627 - $7,128 / month

    Participates in the operation and maintenance of wastewater, storm water drainage, roadways, sidewalks, signage, and associated facilities. The position provides emergency response to flooding, snow and ice events, windstorms, fires, motor vehicle accidents, sewer backups, and spill responses.

    Essential Functions

    Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

    • Performs sign repair, maintenance, and installation as a traffic control device; provides traffic control for special events and daily work; performs street light repairs; installs pavement and curb markings; repairs guardrails.
    • Performs right of way and facility maintenance through patching potholes, sealing cracks, sweeping and cleanup, trimming trees, grading alleys, mowing, and cutting brush, de-sodding shoulders, and leveling for chip seal.
    • Assists with large pavement repairs, sidewalk replacement program, and ADA ramp improvements.
    • Performs surface water maintenance including cleaning the catch basin, cleaning structures, maintenance of the trash rack, sweeping and clean up, pond and ditch maintenance, pipe cleaning, root maintenance, storm water filter maintenance, erosion control, and mosquito control.
    • Locates maintenance areas, maintains service records, and performs video inspections.
    • Performs surface water repairs on manholes, catch basins, gravity mainline, force main, fish passages, side ditch, etc.
    • Performs wastewater maintenance such as grease removal from mainlines, root maintenance, clearing obstructions in manholes, and baiting for rodents.
    • Performs wastewater repairs that include manholes, gravity mainline and force main.
    • Responds to emergencies and on-call status for traffic and BNSF signal problems, downed trees, sewer backups, flooding, fires, motor vehicle accidents, emergency locates, water main breaks, snow and ice events, and spill responses.
    • Supports and assists other departments or agencies such as BNSF, Parks, Fiber, Solid Waste, Fleet Maintenance, and Wastewater Treatment Plant as directed.
    • Performs related duties as assigned.


    Qualifications

    Education, Training, and Experience Guidelines

    All candidates are expected to have the following qualifications:

    High school diploma or GED AND two (2) years of experience with a similar public service agency or professional field with multiple daily responsibilities; OR an equivalent combination of education, training, and experience.

    Knowledge, Skills and Abilities

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
    Knowledge of:
    • Operation and maintenance of wastewater and storm water systems, roadways, and other related City infrastructure.
    • Computer and software basics, including Asset Management/Inspection software.
    • Construction basics and best practices.
    • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
    • Customer service principles, practices, and etiquette.

    Skill in:
    • Reading and interpreting maps, plans, and drawings.
    • Organizing and managing time effectively and efficiently.
    • Coping with rapid changes in priorities.
    • Interacting tactfully and professionally with City staff, outside agencies, and the public.
    • Organizing and prioritizing tasks to meet deadlines.
    • Establishing and maintaining cooperative working relationships.
    • Communicating effectively verbally and in writing.

    Candidates will be placed at the level based on their Certifications:

    Streets Collections Operator I - LICENSE AND CERTIFICATION REQUIREMENTS
    • Must possess a valid Washington State driver's license.
    • Commercial Driver’s License (CDL) Class A, Tanker Endorsement, with “No” restrictions (excluding corrective lenses) is required.
    • Washington State Traffic Control Flagger Certification is required upon hire.
    • First Aid, CPR, and AED is required within six (6) months of hire.
    • Counterbalance Forklift Certification is required within six (6) months of hire.
    • Aerial Boom Lift Operator Certification is required within six (6) months of hire.
    • Excavation Safety for Competent Persons Certification is required within six (6) months of hire.
    • Confined Spaces for Competent Persons Certification is required within six (6) months of hire.
    • FEMA ICS Certifications 100, 200, and 700 is required within six (6) months of hire.
    • BNSF Contractor License is required within six (6) months of hire.
