The Tulare County Health & Human Services Agency (HHSA) is currently recruiting a Public Health Lead Nurse to join the Public Health Branch. The Public Health Branch protects and promotes the health status of Tulare County residents through the development and implementation of public health and primary care programs that use best-practice interventions. This recruitment will establish an employment list in order to fill immediate and future vacancies throughout Tulare County’s Public Health Branch and Child Welfare Services (CWS) Division.
Incumbents in this class will oversee and assist nursing professionals and support staff. The ideal candidate will have the ability to communicate effectively with patients, families, program partners, and providers on behalf of patients. The successful candidate will work collectively and collaboratively in a multi-disciplinary team setting and have an understanding of immunization, communicable disease, human immunodeficiency virus, tuberculosis, and general community health nursing. The incumbent will act as a liaison between the Public Health Branch and other organizations.
The Public Health Branch offers a progressive and innovative working environment for employees while providing comprehensive health care in the community. Incumbents in the Public Health Branch will work with public health programs with comprehensive case management for vulnerable populations. The successful candidate will coordinate with other professionals to assist in assessing family needs and make referrals to community resources. Incumbents will provide services to persons from a variety of social and economic backgrounds (a variety of ages, cultures, etc.). Public Health programs include California Children’s Services; the Child Health and Disability Program; General Public Health Nursing Field Services, Maternal, Child, and Adolescent Health programs, Communicable Diseases, Immunizations and Tuberculosis programs. Candidates should have the ability to work with diverse populations in focusing on health promotion and education. The successful candidate must have the ability to maintain effective working relationships with the public, patients, staff, and other branches and agencies.
The Tulare County Child Welfare Services (CWS) Division has a Public Health Nurse team that works under the direction of the Health Care Program for Children in Foster Care (HCPCFC). The HCPCFC, PHN, collaborates with business partners to identify and address health obstacles and barriers faced by foster youth. The goals and objectives of the HCPCFC PHN are to promote and improve access to comprehensive preventative health and specialty services for children in foster care. CWS public health nurses consult and collaborate with social workers to ensure the medical, dental, mental, and developmental needs of children and youth in foster care.
Candidates accepting one of these positions may qualify to apply for loan repayment of up to $10,000 for a 12-month work commitment and providing direct client care in a qualified facility. Typical DutiesKey Responsibilities- Assist in providing training and orientation to staff.
- Instruct other nursing personnel and volunteers in their assignments.
- Compile and use records, reports, and statistical information for appraisal and planning of assigned duties.
- Assist in the development and planning of public health programs.
- Assist in the coordination of special projects and grants by completing necessary reports, assisting in writing grants, and communicating with State and Federal agencies.
- Act as liaison between the health department and other individuals or organizations and attend meetings and trainings.
Minimum QualificationsRequired Qualifications Candidates must meet the qualifications listed below by the application deadline.
- Equivalent to graduation from an accredited college or university and completion of an approved nursing program.
- Possession of a California State Public Health Nursing Certificate
- Possession of a valid California Registered Nurse License issued by the California State Board of Nurse Registry.
- Two years of community nursing experience
Desirable Qualifications - Case management experience and experience as a lead or supervisor is highly desirable.
- Knowledge of diseases afflicting the elderly
- Familiarity with the needs of and resources available to the elderly
- Knowledge of communicable diseases, including HIV Infection

Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
