  • Summary

    Under the general direction of the Dean of College of Continuing and Professional Education (CCPE), the incumbent assists management with oversight of CCPE's budget processes, accounting, and human resource matters.  Scope of responsibilities include: budget planning and development; preparation and coordination of the annual CCPE budget; annual budget reviews with College Partners; projection/forecasting of tuition fees and other revenues; processing approved funding changes; financial analysis and preparation of various budgets reports for purposes of ensuring responsible and appropriate financial management of CCPE resources; assurance of compliance with federal, state, and university statutes and policies; fiscal and administrative integrity that promotes meaningful relationships with both internal and external constituencies; developing budget policies and procedures; supporting the Dean's leadership team and other end-users in administering and understanding CCPE and CSUDH budgets.

  • Job Description

    35% Budget Planning and Development

    Participates with management in providing budget oversight, strategic planning, development, oversight and administration of CCPE funds; prepares and coordinates annual budgets; projects tuition fees and other revenues; monitors and interprets CSU and CCPE budget information and/or policies to include university and legislative activities and Executive Orders that may affect the budget; helps formulate budgetary strategies designed to enhance the efficiency and effectiveness of CCPE operations; provides comprehensive and timely resource and policy analyses for decision-making purposes; and, ensures timely responses to inquiries and requests as needed.

    35% Budget Operations

    Participates in the overall CCPE budget operations; processes data as requested; reviews and oversees processing budget transfers; ensures needed information is provided in a timely manner; ensures data is processed by due dates; processes approved funding changes, including transfer of funds for program revenue share allocations in accordance with memorandums of understanding (MOUs) with College Partners; helps ensure fiscal and administrative integrity and transparency to promote meaningful relationships with internal and external constituencies; evaluates and recommends changes to existing proposed tuition and fee changes, Period 13 Adjustments, Excess Carry-Forward Reporting, Internal Fund Transfers, etc.; monitors CCPE funds and accounts including actual cost of employment, utilities, risk management, insurance and facilitates internal and external audit processes, as appropriate ensuring compliance with all checks, balances, and internal controls by establishing and developing consistent processes to ensure adherence to financial metrics.

    20% Budget Reporting and Presentation

    Preparation Participates in the formulation, presentation and reporting of CCPE's budget and expenditures; provides regular reports and expenditures to management for various analyses at various levels of detail; conceptualizes strategies for presentation of budget data; reviews expense and income data for current and projected year-end budget status to include preparing financial feasibility analyses and forecasts; prepares budget reconciliations; assists management with formulating and producing current and historical studies to support financial assessments and recommendations; performs financial analysis of budget data for purposes of planning and review to ensure responsible and appropriate fiscal management of CCPE resources; assures compliance with federal, state and university statutes and policies; reviews completeness, accuracy, and conformance on the proper use of chart fields to resolve problems for internal and external budget reporting; provides certification of the consistency and integrity of all CCPE budget data released; participates in the preparation of budget reports for CSUDH President and Provost, as well as for the CO; and assists in the preparation for fiscal closing and preparation of financial statements.

    5% Training/Information and Providing Leadership to CCPE Staff Responds to inquiries; provides training to CCPE staff and holds information sessions; apprises campus fiscal officers on changes to CCPE budget policy and procedures; communicates budget standards and conducts periodic review of budget entries to ensure accuracy, quality, and adherence to policies, procedures and regulations; reviews and interprets correspondence from the CO and university on matters such as fiscal policies, budget coding, program changes, and budget authorizations; serves on budget committees.

  • Job Requirements

    Three - five (3-5) years of experience and the equivalent to a bachelor’s degree. Responsible accounting, budget forecasting, budget planning, administration and strategic planning experience and evidence of at least mid-level technical experience involving budget and fiscal management. That evidence includes fiscal planning, preparation, analysis, and budget control. Additionally, ability to instruct middle management and program directors in fiscal management techniques required.
    One (1) year of supervisory/managerial or leadership experience required.
