    OVERVIEW

    Position Information
    Performs complex professional accounting work, supervises support staff and accounting activities to provide management (both Public Works and Auditor's Office) with necessary financial information for diverse areas of the interdepartmental accounting system. Maintains a comprehensive departmental grant accounting system, construction contracts, job costing, work orders, labor distribution, contract management, purchasing and fiscal reporting, compliance with performance standards, and oversee accounts payable and procurement.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    Required Education and Experience
    • Bachelors Degree in accounting, finance or related field; and
    • Five years of professional experience in the government accounting, finance, and budget;
    • One year of supervisory experience; or
    • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

    Preferred Education, Experience or Other Qualifications
    • Experience working in a government agency; preferably county government.
    • Experience conducting utility rate studies, financing strategies and multi-year forecasts for utility funds.
    • Experience managing accounts payable and procurement.
    • Managing multiple contracts for construction of capital assets in a public environment.
    • Asset Management and reporting experience.
    • Experience using Workday.
    Required Licenses, Certificates, Examinations/Tests and Other Requirements
    Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

    Prior to employment, the successful candidate must:
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
    • Pass a criminal history background check through law enforcement agencies.
    Required Knowledge, Skills and Abilities
    Knowledge of:
    • Professional accounting principles, theories, concepts, practices and terminology. Government accounting principles, Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) and procedures.
    • Federal, State and local laws, regulations and ordinances pertaining to public fiscal affairs in relation to governmental and proprietyary (Business) Funds.
    • Automated data processing principles and accounting applications to include Workday.
    • Modern leadership, personnel, and supervisory principles and practices, including office practices and procedures.
    • Budget, finance, payroll, grant and contract administration systems, requirements, theories and best practices.
    Skilled in:
    • Schedule and prioritize workflow to complete tasks and meet deadlines.
    • Communicate effectively orally and in writing.
    • Maintain working relationships with internal and external stakeholders with conflicting priorities.
    • Understand and execute oral and written instructions and procedures.
    • Interpret and implement a variety of documents, policies, and procedures.
    • Read, interpret, and apply federal, state, and local government laws and regulations regarding grants, contracts and procurement.
    • Organize and oversee interdepartmental work programs, including monitoring and compiling budgets, contracts, funding, grant requirements, timekeeping and accounts payable/receivable.
    • Utilizing financial management systems.
    • Analyze, interpret and prepare accounting reports and financial statements.
    • Analyze and solve a variety of difficult and complex problems in financial areas.
    • Work independently without regular direction and troubleshoot problems in assigned area of responsibility.
    Abilities to:

    Positions in this class typically require:
    • Primarily works in an office environment
    • Position may require: Sitting and/or standing for short or extended periods of time, clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone; sufficient hearing and vision, repetitive motions for computer use.
    • Requires exertion of force of 25 pounds occasionally, 10 pounds frequently, to lift/carry/move objects, files/documents, and other materials as required.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    • Contract administration for Public Works, and the management of the accounts payable process for acquisition and procurement of supplies, professional services, and construction contracts.
    • Determine amounts needed for accounts payable and other transactions, calculate future interest earnings.
    • Assist in the coordination, preparation & monitoring of multi-funded budgets, divisions, and departments, ensuring the correct classification and distribution of revenue and expenditures per legal requirements on accounts in accordance with Budgeting Accounting Reporting Systems (BARS), county procedures, and program needs.
    • Prepares and maintains full accrual job costing, processing information, developing procedures, & answer requests from management and staff.
    • Develop and compile complete financial data and reports for interim, monthly, quarterly and annual reports for County Road construction project progress billings to the Washington
    • State Transportation Improvement Board (TIB), local, state, and federal requirements for grant reimbursements, and to the County Road Administration Board (CRAB) .
    • Assist the Financial Manager in developing & maintaining department & division foals and procedures within Public Works and the Auditor's Office.
    • Approve Construction Contracts for job costing to report to the County Road Administration Board.
    • Assist with the County's Annual Comprehensive Financial Report and the Annual County Road Administration Board (CRAB) reporting for funding and standard of good practices for County Engineers.
    • Supervise subordinates; prioritize, assigns and monitors work; evaluate performance; select and train staff, recommend and implement decisions regarding employee selection and discipline; ensure resources are available for operations and train and/or cross-train staff.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
