    JOB SUMMARY
    The Water Quality Supervisor is responsible for coordinating, planning, and facilitating the daily operations of the Water Quality Compliance Section including monitoring the safety of all Water Quality personnel; reviewing, preparing and maintaining regulatory compliance documentation; responding to public inquiries and complaints; and supervising assigned personnel.

    ESSENTIAL FUNCTIONS AND DECISION MAKING

    ESSENTIAL DUTIES AND RESPONSIBILITIES Set goals for employee performance and deadlines that complies with the Water Quality's key objectives by organizing workflow and ensuring that employees understand their duties or delegated tasks. Monitors employee productivity and provide constructive feedback and coaching. May performs the duties of the Manager, as required, when the Manager is absent.Responsible for coordinating and facilitating the City's TCEQ approved public drinking water monitoring plan, Industrial Pretreatment Program, and Laboratory Quality Assurance Plan.Reviews, evaluates, and monitors the City's compliance with Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) regulations governing the Public Water System, Industrial Pretreatment Program, and Water Quality Laboratory Program.Assists in preparing TCEQ compliance reports.Prepares and maintains all relevant files and records for all EPA, TCEQ, and other regulatory compliance inspections and audits. Drafts correspondence, to include but not limited to, notices of violations for the Industrial Pretreatment Program.Responds to EPA/TCEQ notices regarding inspections and audit activities; facilitates the timely correction of deficiencies as required.Conducts field inspections of the permitted Significant Industrial Users.Works collaboratively with other City departments to ensure compliance with all approved water quality programs by developing and preparing workplans to ensure timely completion of sampling requirements.Reviews sewer surcharge fees based on data gathered from field samples; ensures charges are accurate and completed on schedule.Perform any other related duties as required or assigned.

    MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

    MINIMUM REQUIREMENTS Bachelor's Degree from an accredited college or university with major course work in Chemical, Environmental, Biological Sciences or other related field of study including 24 hours of Chemistry or; Graduation with a Bachelor's degree from an accredited college or university with major course work in Microbiology, Biology, Chemistry or Environmental Sciences, including 16 semester hours of Biology or Microbiology and 16 hours of chemistry. Five years progressively responsible experience (sampling, planning, and/or coordinating) regulatory compliance programs for TCEQ Public Water Supply and/or Industrial Pretreatment Program and/or NELAP Laboratory, including two years in a lead or supervisory capacity. Must possess a valid Texas Driver's License within 30 days of hire. PREFERRED QUALIFICATIONS Knowledge of City, State and Federal laws, and regulations concerning public drinking water, industrial wastewater pretreatment, and NELAP Laboratory.TCEQ Licensing: Class C Water Operator and Class C Wastewater Treatment Operator and/or Collections II license.Experience conducting water quality analyses in the use of computerized analytical instrumentation.Experience with quality assurance/quality control requirements for NELAP Laboratory.Experience working with water quality sampling field equipment such as composite samplers, pH/conductivity multi-meters, and colorimeters (disinfection residual analyzers).Experience collecting bacteriological and disinfection residual samples for public water supply and collecting wastewater samples from industrial and commercial wastewater dischargers.Experience and/or GIS certification.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Physical requirements include lifting up to 10 pounds rarely. Subject to fine dexterity, vision and hearing constantly; sitting and talking frequently; standing, walking, handling and foot controls occasionally; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, crawling, bending, twisting, climbing and balancing rarely.
    Working conditions involve occasional exposure to wastewater and infectious diseases when conducting inspections
