    The Bureau of Environmental Services (BES) Operations and Maintenance Group (O&MG) is seeking a Biogas Utilization Analyst III - CPPW to join our Operations Division to plan, organize, manage, and direct the use of BES’s biogas as a fuel for on-site use, or feedstock to the renewable natural gas (RNG) facility for sale to transportation and stationary sectors; as a bio-intermediary for production of other renewable fuels or other value-chain intermediaries as determined.

    BES has been producing and beneficially using biogas (the methane from treated digester gas) since the plant was built in 1952. Over the years, the percentage of biogas beneficial reuse has grown tremendously, and we are investing in technology and facilities to enable us to become a 100% digester gas beneficial use utility. BES has constructed a digester-gas treatment system that will produce a natural gas pipeline-quality product. The Bureau has contracts for the distribution and sale of renewable natural gas for use as a vehicle fuel.

    Safety is the number one priority. The Biogas Utilization Analyst works continuously and closely with Plant staff and the Bureau’s Safety team to ensure safe biogas operation. The position provides leadership, strategic direction, and continuous improvement in biogas utilization. The position uses its experience and knowledge of renewable energy, renewable fuel, and carbon credit markets to position BES to receive environmental attribute credits and maximize revenue streams associated with biogas end products.

    The position leads and participates in efforts to build program support and participation with internal and external program stakeholders; and performs related duties as assigned. They are responsible for monitoring, analysis, and reporting of energy usage and production, energy cost and revenue projection modeling, management of energy and financial data to support BES’s annual budget process and individual capital project investment decisions.

    The position is responsible for compliance with state and federal renewable/low carbon fuel programs and biogas laws and regulations, utility interconnection agreements, and for managing various buyer and consultant contracts associated with renewable natural gas sales and business. The position centers equity in their work in accordance with the bureau’s Equity and Strategic Plans.

    The successful candidate will possess the ability to learn the various system components and assist O&MG staff in the troubleshooting and diagnosis of asset failures should they be encountered.

    The position requires physical presence at the treatment facility and will work five days/week, eight hours/day, M-F, from 7:00 am to 3:30 pm during onboarding and orientation. Final schedule, including options for compressed work weeks and telework, will be identified and agreed upon by the incumbent and manager.

    To Qualify

    Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

    1. Experience and knowledge of biogas systems, renewable energy, renewable fuel, and the carbon credit market including effectively navigating the complexities in market-based fluctuations and demonstrated nimbleness to pivot strategy and communicate status of renewables focus.
    2. 5-years of demonstrated experience in municipal or industrial wastewater treatment, with an increasing level of responsibility. In-depth understanding of the biological anaerobic digestion process.
    3. Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate complex analytical topics to non-technical audiences.
    4. Ability to exercise independent judgment, logical and fact-based problem-solve, and take initiative within established procedures and guidelines to analyze complex administrative, financial, and organizational issues to develop recommendations.
    5. Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, diverse BES stakeholders including planners, engineers, millwrights, operators, and safety professionals.

    A Professional Engineering (PE) License is desirable but not required.
    A Oregon DEQ Wastewater Treatment Grade III certification or higher is desirable but not required.

    Minimum Qualifications
    Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
    Education/Training: Bachelor’s degree from an accredited college or university in engineering, management, finance, accounting, business administration, public administration, or a related field;
    AND
    Experience: Six (6) years of professional and responsible experience performing analytical or related work in a public agency
    Applicants must also possess:
    • A valid state driver's license and acceptable driving record at the time of hire.
