    The City of Laguna Beach is looking for an innovative Records Project Manager to lead the transformation of our records management system. In this role, you'll play a key part in addressing backlog, implementing new systems and ensuring seamless collaboration across all City departments. The Records Project Manager will work to streamline our existing records processes to meet modern standards.

    Limited Term Employment: This position will have a two-year term, with the possibility of a one-year extension.

    Examples of Duties

    This limited-term position is focused on project management within the City's records management system. The role involves analyzing and assessing the existing backlog and organizational needs, working with IT and other departments to implement effective systems, and training staff to ensure citywide consistency. Responsibilities include developing and maintaining a comprehensive records program that meets legal requirements, supports the City’s long-term goals, and modernizes outdated processes. This position requires expertise in records management, public administration, and the California Public Records Act, with the goal of establishing sustainable and efficient records management across the City.

    Records Project Manager is a working title, incumbents will be hired under, and paid in the salary range for, the classification of Senior Management Analyst . The normal duties for this position can be found in the job description here.

    Qualifications

    Any combination of education and experience demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:

    Education : Graduation from high school or equivalent. Some college preferred.

    Experience : Six (6) years of years of increasingly responsible experience in project management.

    Skills: Applicants must demonstrate skills in project management, process improvement, system implementation.

    License/Certificate Requirements : Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver’s license and an acceptable driving record are required.

    Supplemental Information

    Application Process:

    Applications will be accepted on a continuous basis, with a first review on September 10 , 2024. All interested applicants must submit a completed online City application. Applications will be screened carefully, and selected applicants will be invited to undergo a Structured Panel Interview to evaluate their knowledge, skills and abilities. The appointing hiring authority will further review the job-related qualifications of applicants deemed eligible before making selection decisions. The selection process may be modified based on the needs of the City.

    Pre-employment Process: Selected candidates must successfully pass a fingerprint check with the State Department of Justice. Education and employment verification and reference check(s) will also be conducted.

    Benefits will depend on whether the position is filled by part-time, retired annuitant, or full-time.

    CalPERS Retired Annuitants shall not receive any other compensation or benefits in addition to the hourly pay rate.

    Benefits for Laguna Beach Hourly/Part-Time Employees
    The basic pay ranges are composed of either five (5), seven (7) or eight (8) steps. Overtime Pay: All employees shall be compensated at a rate of time and a half for all hours worked in excess of forty hours per work week.
    Retirement: Eligible employees are enrolled into the Public Agency Retirement System (PARS). This program requires an employee contribution of 3.75% of base pay. The City matches your contribution for total of 7.5%.
    Sick Leave: Employees receive 40 hours of sick leave annually, provided each July.

    Employment-At-Will
    All limited term employees are at-will employees, and their assignments can be terminated at any time, with or without cause. The phrase “limited-term” refers to a maximum length of employment with the City of Laguna Beach and is not a guarantee of employment for the length of specified term.

    Because limited term employees are at-will, there is no probationary period for limited term employees.

    Benefits
    The employment conditions, policies, and benefits outlined in the following specific articles of the Laguna Beach Municipal Employee Association (LBMEA) Memorandum of Understanding (MOU) for July 1, 2022 - June 30, 2025, including any future amendments, will also apply to and be available for limited-term employees. The City will adhere to all applicable state and federal employment and labor laws in addition to the provisions outlined for limited-term employees.
