    Examples of Duties

    This recruitment is being established to obtain a current eligible list for Extra-Help vacancies. Extra-Help are not entitled to county benefits and are limited to 25 hours a week.

    Duties may include, but are not limited to the following:
    • Process voter registration and statewide petitions, including filing affidavits of registration in the Elections Information Management System (EIMS).

    • Issue ballots to eligible voters at various Vote Center locations.

    • Process Vote by Mail material, issue voter ballots, and collate voter ballot material.

    • Prepare, assemble, and distribute publications, notices, ballots and other election materials.

    • Data entry, review documents for completeness, and operation of extraction machine.

    • Maintain an inventory of elections supplies and materials; prepares supplies for set-up and storage during an election period.

    • Assist the public with basic questions and general information related to voting and registration.

    • May deliver or retrieve ballot boxes, Vote Center supplies, and other election materials.

    • May assist with the translation of voting information as needed.

    If assigned to Voter Services may also:
    • Assist the public with inquiries related to voter ballots and the voting process.

    • Perform data entry of voting information.

    • Process/resolve electronic record issues.

    • Perform other clerical duties as assigned.

    If assigned to Elections Counting Facility (Clerical) may also:
    • Operate extraction machines to open and extract ballots for processing.

    • Perform other clerical duties as assigned.

    If assigned to Elections Counting Facility (Stocking) may also:
    • Drive trucks to deliver and retrieve ballot boxes and Vote Center supplies.

    • Clean and inventory election materials.

    • Surveys Vote Centers.

    • Assignment in this section will be trained on usage of warehouse equipment and must possess a valid driver's license.

    • Perform other duties as assigned.


    Minimum Qualifications

    Experience:
    Six (6) months of clerical, warehouse, or delivery experience.

    Education:
    Equivalent to graduation from high school.

    License:
    Possess a valid California driver's license at time of appointment and maintain.

    Essential Functions

    ESSENTIAL FUNCTIONS

    • Frequent operation of a personal computer and other office equipment.

    • Communicate effectively with others in person and over the telephone.

    • Meet deadlines under stressful conditions.

    • Interpret directions, policies, procedures, regulations, and develop appropriate conclusions and responses.

    • Complete multiple priority projects with conflicting deadlines.

    • Maintain confidential information in accordance with legal standards and/or County regulations.

    • Frequent public contact.

    • Frequent use of depth perception, peripheral vision, and color perception.

    • Frequently stand, walk, lift, carry, reach, push, pull, twist and manipulate large and small objects.

    • Occasionally kneel, bend, twist, squat, balance, and crawl.

    • Frequent use of hand-eye coordination.

    • Frequently lift and carry up to 40 pounds.

    • Some assignments may require working weekends, nights, and/or occasional overtime.

    • Occasional exposure to noise; occasional contact with dirt, dust, indoor/outdoor cold and heat.

    • Occasional exposure to varied weather conditions.

    • Regular attendance is an essential function.

    KNOWLEDGE OF:
    • Basic clerical skills and record keeping practices.

    • Basic math, correct grammar, spelling, and punctuation.

    • Alphabetical and numerical filing methods.

    • Principles and practices of effective customer service.

    ABILITY TO:
    • Learn new work processes, procedures, and the equipment/applications used in voter registration and election activities.

    • Analyze situations accurately and adopt an effective course of action.

    • Learn, understand and apply laws, rules, policies, and procedures governing California elections.

    • Read and follow maps.

    • Organize work effectively.

    • Understand and carry out oral and written instructions, and accurately decipher or compare handwriting signatures.

    • Work with people from diverse backgrounds/cultures.

    • Work overtime, weekends, and holidays as needed.

    • Safely operate a County motor vehicle.


    FAMILY CARE LEAVE

    Family Care Leave applies to all employees who work 1250 or more hours in any twelve month period.

    HEALTH PLANS AND LIFE INSURANCE

    Extra-help employees are not entitled to County-paid medical, dental, vision, life insurance, Employee Assistance Program benefits and are not eligible to participate in the Deferred Compensation Plan.

    JURY DUTY

    Extra-help employees are not entitled to pay or receive reimbursement from the County for Jury Duty.

    PAID TIME BENEFITS

    Extra-help employees are not entitled to paid bereavement,vacation, or holidays.

    PAID SICK LEAVE
    Extra-help employees are entitled to accrue up to five (5) paid sick days (40 hours) in a 12-month period.

    SOCIAL SECURITY

    Extra-helpemploymentearningsare not covered under Social Security. Merced County provides an alternate plan - Public Agency Retirement Services (PARS) - for extra-help employees who are otherwise not eligible for participation in the County'sretirement system.

    COMPENSATION/UNEMPLOYMENT INSURANCE:

    The County does provide benefits to those eligible under the State Workers Compensation and Unemployment Insurance statutes.
