Job Summary The Plans Examiner is responsible for reviewing complex building plans to ensure compliance with adopted development, zoning, building, residential, existing building, plumbing, electrical, mechanical, energy, and fire codes, as well as structural safety regulations and requirements pertaining to modern methods of new construction and modification to existing residential, commercial and industrial development projects. Makes site inspections to confirm project compliance with City regulations as needed.
Essential Job Functions - Examines construction plans and specifications for both residential and commercial structures for compliance with regulatory standards and building codes governing new and existing construction.
- Prepares technical plan review reports clearly outlining identified plan deficiencies and actions necessary to bring plans into regulatory compliance.
- Provides innovative and solution-oriented customer service and case management.
- Assists the general public, property owners, architects, contractors, developers, engineers, etc. in matters related to building construction and adopted building code requirements.
- Reviews various records and documentation related to building plan review, e.g., construction plans and specifications, drawings, schematics, diagrams, and standard codes.
- Conducts on-site inspections of proposed building sites as necessary; ensures compliance with codes and ordinances; documents observations and makes appropriate recommendations.
- Maintains current knowledge of issues and trends in regulatory standards and building code requirements governing the construction industry.
- Works closely with the Engineering, Fire, and Planning divisions in coordinating building plan review approvals and issuance of Certificates of Occupancy.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications - High School Diploma or GED . Additional training and/or higher education in construction management, civil engineering, architecture, or a similar field of study is preferred.
- Must possess at least five (5) years of related work experience, including, but not limited to building inspection or design, construction, engineering, and/or similar field.
Equivalent combinations of related education, experience, certification, and training may be considered.
Licenses, Certifications & Special Requirements - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
- The following certifications are preferred: ICC Building Plans Examiner Certification, ICC Residential/Commercial Building Inspector Certification, and TFMA / ASFPM Certified Floodplain Manager Certification. Once hired, these certifications must be obtained within the time frame set by the department.
