    Role

    Yavapai County Public Works Department has an exciting career opportunity and qualified candidates are invited to apply for the Assistant County Engineer position.

    The ideal candidate will be experienced and knowledgeable in highway engineering and management of road engineering functions. They will oversee the Engineering Division in our Public Works Department and will act as a project manager and department representative at public meetings when required.

    Major Duties, Responsibilities

    • Assists with planning, organizing, and supervision of assigned Engineering, Survey and Right-of-Way staff.
    • Acts as department representative at public meetings when assigned.
    • Assists with developing the roadway capital improvement programs for department budgets with executive management. Compiles and processes data to determine upcoming needs and projects that will be incorporated into the budget. Assists with maintaining department data and software.
    • Acts as Project Manager for consultant improvement and planning projects.
    • Coordinates with outside agencies (local, state, federal) on grant-funded projects to ensure compliance with rules and regulations of grant funding.
    • Serves as the primary contact for Public Works as the District Engineer for the Seligman Sanitary District.
    • Acts as Airport Manager and/or Airport Engineer for County run airports with oversight of airport operations.
    • Oversees the development and implementation of the Airport Capital Improvement Programs. Works with Federal and State officials to prioritize and implement grant funded projects.
    • Reviews new development applications to determine Public Works requirements for submission. Works with management staff to assess access, traffic impacts, and potential improvements.
    • Conducts formal reviews of submitted traffic impact analyses and statements.
    • Conducts formal reviews of development construction plans for compliance of roadways and roadway features with the Yavapai County Roadway Design Standards.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    Bachelor’s degree in Civil Engineering or related field.

    Experience:
    A minimum of six (6) years of progressively responsible experience in highway engineering, to include three (3) years in a supervisory capacity.
    An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

    Additional Requirements:
    Must possess a valid Arizona driver’s license.
    Must possess Professional Engineering (PE) License in the State of Arizona.

    Knowledge of:

    • Engineering principles and practices.
    • Principles and practices of administration and management.
    • Federal and state engineering regulations, laws, and standards.
    • Construction practices, engineering inspections, and maintenance practices.
    • Computer-aided design software, GIS software, and common office software programs.
    • Business English, spelling, grammar, punctuation, and composition.
    • Clerical office practices and procedures.
    • Research techniques and report writing.
    • Current Microsoft Office software.
    • Filing and recordkeeping.

    Skill in:
    • Engineering computations, estimates, designs, and preparing plans, specifications and technical reports.
    • Supervision and management.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, County officials, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Schedule and organize work to meet established deadlines.
    • Make accurate and substantiated determinations on complex engineering issues.
    • Work independently on complex projects with minimal supervision.
    • Keep management informed of key operating issues affecting the department.
    • Remain current in knowledge required to perform assigned duties.
    • Handle confidential matters and maintain discretion always.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals.

    Physical Requirements:
    Ability to sit, stand, walk, or bend for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift upto 30 pounds.
