    OVERVIEW

    Under the direction of the assigned supervisor, the incumbent manages and performs a variety of advanced engineering and construction management assignments. This position is responsible for performing highly skilled planning and project management tasks related to the construction of major Sewer Utility Capital Improvements, including design, bidding, implementation and on-going management of contracts with consulting firms and contractors. The position supervises engineers, office support and interns.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    Required Education and Experience
    • Bachelor's degree in civil, mechanical, or electrical engineering, construction management, or closely related field, from a college, university or school accredited by an agency recognized by the US Department of Education; AND
    • Four years of progressively responsible technical civil engineering experience, including two years of construction experience including structural, mechanical, electrical, and civil work for pumping and water/wastewater treatment facilities; AND
    • Two years of supervisory experience of staff and construction oversight, construction management, project management, and design development review; AND
    • One year of contract administration experience; OR
    • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

    Preferred Education, Experience or Other Qualifications
    • Project or construction management experience with government/public entities.
    • Registration as a Licensed Professional Engineer or Licensed Land Surveyor.
    • Certified Construction Manager from the Construction Management Association of America (CMAA).
    • Certification from the Design Build Institute of America (DBIA).

    Driving Requirements
    The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as: Category 1: Driver operates County-owned vehicle. Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
    Required Licenses, Certificates, Examinations/Tests and Other Requirements

    Please note : The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

    Prior to employment, the successful candidate must:
    • Submit copies of valid certifications and/or official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
    • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
    • Driving record review to verify their eligibility to drive for Kitsap County.

    Required Knowledge, Skills and Abilities

    Knowledge of :
    • Supervisory methods, including hiring, coaching, mentoring, developing, directing, planning, discipline and performance evaluation.
    • Application and interpretation of Federal, State, and County industrial safety laws, codes and regulations and permitting requirements.
    • Department of Ecology Criteria for Sewage Works Design.
    • Federal, State, and County permitting requirements for construction and sewer system operations.
    • Design standards and construction practices for sanitary sewer including sewage treatment facilities, pumping stations, and piping systems.
    • WSDOT/APWA Standard Specifications for Road, Bridge, and Municipal Construction
      International Building Code and other applicable codes and standards.
    • Managing construction bid advertising and bid awards in conformance with law.
    • Principles, practices and standards of civil engineering, as they relate to the specific area of assignment.
    • Engineering mathematics applicable to area of assignment.
    • Engineering plans, maps, specifications, drafting terminology and symbols.
    • Principles, procedures, and practices of contract negotiation and administration and construction management process.
    • Data processing systems and engineering applications for assigned area.
    • Establish and maintain effective working relationships with architects, engineers, contractors, staff, and the public, using tact, courtesy and good judgment.
    • Management principles and practices including program planning, budgeting,
    • direction, coordination, and evaluation.
    • Appear for scheduled work and complete assigned tasks within a reasonable period of time.
    • Schedule and prioritize workflow to complete tasks and meet deadlines.
    • Work independently without regular direction, and troubleshoot problems in assigned area of responsibility.
    • Work successfully within the context of a team as a team player
    • Maintain a professional demeanor under heavy workload and stressful situations.
    • Maintain confidentiality and adhere to policy and procedures of the department.
    • Communicate effectively, both orally and in writing and to make effective public presentations of technical, complex, and, often controversial, information.

    • Analyze large complex and detailed construction drawings and interpret construction schedules, bids and financial data.

    • Assist in preparing budgets and control expenditures.
    • Maintain accurate logs and prepare progress reports.
    • Organize and oversee work projects, including planning and monitoring work schedules, contract compliance, and progress reviews.
    • Apply judgment and discretion in resolving problems and interpreting policies and regulations.
    • Perform technical research work and complex technical computations to provide reliable advice on complex engineering problems.
    • Operate equipment applicable to area of assignment.
    • Operate a computer.
    • Utilize various computer applications specific to the department including databases, word processing, document imaging, spreadsheets, and web-based systems for entering, retrieving and researching data and records.
    • Physically perform assigned duties and essential functions of the position.
    • Work under the occupational hazards and safety precautions required when performing assignments.
    • Wear protective gear as needed.
    • Work various shifts, including evening meetings, weekends, holidays and overtime as required.

    Positions in this class typically require :
    • Walking and balancing short or long distances, on uneven/unpaved ground while conducting field inspections.
    • Climbing ladders as required during inspection.
    • Bending, stooping, twisting as required during inspection.

    • Handling/grasping documents or equipment.
    • Sitting for extended periods of time,
    • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.
    • Hearing audible signals, traffic, and equipment.
    • Vision sufficient to read source materials,, computer screen data, to see detail or color, and to inspect field sites.
    • Repetitive motions for computer equipment use.
    • Requires exertion of force of 50 pounds occasionally and with assistance, 25 pounds frequently, and/or 20 pounds continuously to lift, carry, or move objects, files, and other materials.
    • Work is divided between an office environment and field site work.

    Incumbents may be exposed to :
    • Potentially violent or hostile individuals when working with the public.
    • Inclement weather while driving or conducting field work.
    • Power and heavy construction equipment and machinery.
    • Road and traffic hazards on construction sites.
    • Wear a hard hat when exposed to construction site hazards.
    • Construction site noise while in the field.
    • Physical hazards associated with working around pumping equipment, generators, all forms of sewage (solid, liquid, gaseous).
    • Required to enter confined spaces under alternate entry procedures which ensure safety.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    • Supervise staff included but not limited to: hiring, delegation of assignments, coaching, mentoring, developing, instructing, discipline, and employee evaluations.
    • Manage construction contracts for capital projects for applicable Public Works division including the selection of and negotiating contracts, to include defining scope, schedule and budget, change orders, monthly progress payments, and documentation control.
    • Assist with development of Requests for Proposals for engineering services and assist in the selection of engineering firms.
    • Act as a resource to engineers and technicians on complex construction projects.
    • Coordinate with State agencies, County departments, utility providers, project stakeholders and the public.
    • Assure compliance with Federal, State, and County codes.
    • Review, comment, and make recommendations on Engineering studies and reports in support of Public Works objectives.
    • Review and develop specifications, plans and contract documents before they are used in the public bidding process for County construction projects.
    • Manage and oversee contract administration of assigned projects to ensure compliance with approved construction documents and contractual requirements.
    • Prepare and maintain construction documentation; monitor contract performance and progress.
    • Review and accept contractor’s schedule and subsequent look-ahead schedules.
    • Review and recommend appropriate actions on requests to sub-let work and contract amendments.
    • Oversee field inspection, including inspector’s field records, of all phases and elements of construction projects to ensure contract compliance.
    • Review and process shop drawings and submittals
    • Coordinate all project activities with other units, departments and agencies.
    • Manage and oversee preparation of studies and preliminary field surveys; preparation of specifications, cost and quantity estimates; project site inspections and the oversight of the contractor’s construction process; provide technical assistance/interpretation on engineering problems.
    • Manage, coordinate, and participate, in pre-bid, pre-construction, and technical review meetings, which involve meeting with utility companies, developers, contractors, engineers, and representatives from County departments and State agencies to review and analyze plans, specifications and related impact for assigned projects.
    • Assist in the development and monitoring of budgets and other contract expenditures.
    • Review contractor requests for payment and ensure work is completed satisfactorily prior to payment.
    • Attend public meetings and formal public hearings on proposed County construction projects related to area of assignment.
    • Manage, coordinate, and prepare applicable maps, exhibits, drawings, charts, and graphs and provide technical testimony as required.
    • Prepare and make public presentations of oral and visual reports to committees, community groups, special interest groups, elected officials, or the Board of County Commissioners to explain assigned projects and to present progress reports.
    • Responds to inquiries, problems, complaints, or requests for information regarding the area of assignment; responds to the most sensitive or complex inquiries or service complaints.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
