    THE POSITION

    THIS POSITION IS IN THE WASTEWATER DIVISION

    The Utilities Operations and Maintenance Leadworker, in the Wastewater Collections division, is responsible for the technical supervision and safety of a Wastewater field crew. In addition, this position is responsible for the more complex and difficult construction, repair, and maintenance tasks in the Wastewater Collections Systems.

    IDEAL CANDIDATE STATEMENT

    The ideal candidate will have strong leadership skills and be capable of working with multiple people assigned to their field crew. The ideal candidate will be capable of making independent good decisions to accomplish their daily tasks, in a safe, efficient manner. Additionally, this candidate will be able to communicate clearly and effectively with their supervisor, their field crew, and the public. They will have knowledge of Wastewater Collections regulations, procedures, and operations. The ideal candidate will also have basic computer skills, knowledge of Computerized Maintenance Management Systems (CMMS), the ability to utilize City email, complete routine forms and documents, and submit required reports as needed.

    To perform skilled work in the construction, maintenance, and repair of water distribution, wastewater collection, and storm drainage systems and assests; and to provide lead guidance and direction to the work of a water, wastewater, and drainage field crew.

    DISTINGUISHING CHARACTERISTICS
    This is the advanced-journey level classification. Positions in this class are responsible for technical supervision and safety of a water, wastewater, and drainage field crew, in addition to the more complex and difficult construction, repair, and maintenance tasks in the water, wastewater, and drainage areas.

    The Utilities Operations and Maintenance Leadworker is distinguished from the entry-level classification of the Utilities Operations and Maintenance Serviceworker in that the former is responsible for lead direction and technical supervision but does not discipline; it is also distinguished from the next higher-level classification of Utilities Operations and Maintenance Supervisor, which provides direct supervision of the day-to-day operation.

    SUPERVISION RECEIVED AND EXERCISED
    General supervision is provided by a Utilities Operations and Maintenance Supervisor or higher-level management. Responsibilities include lead direction and technical supervision of Utilities Operations and Maintenance Serviceworker and Utilities Operations and Maintenance Serviceworker Apprentice positions.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The following duties are typical for this classification. Depending on appointment, incumbents may not perform all the listed duties and/or may be required to perform related duties as needed:
    • Lead a small crew, assign and participate in the construction, maintenance, and repair work of water distribution, wastewater collection, and storm drainage systems.
    • Prepare material requisitions and maintain records of completed work.
    • Perform complex and skilled work in the installation, removal, replacement, and repair of large and small water services.
    • Cut, fit, lay and repair water mains; clean and flush water mains; instruct and direct others in related tasks.
    • Repair and maintain water mains and hydrants, sewer lines, storm drains, valves, pipes, fittings, and related appurtenances.
    • Direct, lead, and operate large trucks and construction equipment such as loaders, backhoes, excavators, vacuum machines, compressors, cranes, hoists, slope mowers, and terra tracs.
    • Repair meters and mechanisms; disassemble, clean, inspect, and replace worn parts; reassemble and test for accuracy and leaks; install meters.
    • Operate a rodding machine and truck, hydraulic equipment, high pressure combination cleaner and closed-circuit camera equipment in preventive maintenance and emergency cleaning of sanitary sewers and storm drains.
    • Locate, excavate, tap, and repair water and sewer lines, and storm drain facilities.
    • Install barricades and route traffic in a safe manner.
    • Practice shoring techniques when appropriate.
    • Build and repair maintenance holes; raise and lower maintenance holes.
    • Operate a jackhammer; pour and finish concrete.
    • Operate and maintain a variety of pipe cleaning, inspection, and maintenance equipment including video, air and smoke test, vapor rooter and pest control equipment.
    • Maintain routine records within the Computerized Maintenance Management System (CMMS).
    • Operate personal or laptop computers to record requested data and documentation, to access and use the CMMS, to receive and send e-mail, and to complete routine forms and reports.
    • Check and update as-built drawings and maps.
    • Operate a truck; perform minor servicing to truck and report mechanical or other problems; keep truck clean, serviceable, and stocked with supplies and materials.
    • Maintain an inventory of parts, supplies, and safety equipment used by field construction and maintenance crews.
    • Provide information to interested citizens and ensure the safety of the public in performing water, sewer, and drainage maintenance.
    • Drainage and flood control system evaluations.
    • Service and install flood gates and valves.
    • Operate computerized spray applications equipment.
    • Assist and train less experienced personnel.
    • Maintain job site safety standards and practices.
    • Perform other related duties as assigned; not all duties listed are necessarily performed by each individual holding this classification.


    QUALIFICATIONS

    Knowledge of, depending on assignment:
    • City operations, procedures, and regulations for water, wastewater, or drainage field work.
    • Journey level pipe fitting and plumbing methods and techniques.
    • Principles, practices, and methods used in the construction, repair, and maintenance of water distribution, wastewater collection, or storm drainage systems.
    • Regulatory Standards for Water, Wastewater or Drainage as specified through American Water Works Association (AWWA), California Water Environmental Association (CWEA), and American Public Works Association (APWA) based on assignment.
    • Occupational health and safety standards and practices associated with the work.
    • City geography, the layout of water, sewer, and storm drain lines, and the municipal street system.
    • Confined space entry techniques.
    • Codes related to chemical applications.
    • Flood fight procedures.
    • Basic computer operation in order to enter and retrieve information in designated software such as the Computerized Maintenance Management System (CMMS) to receive and send emails and complete routine forms and reports.
    Ability to :
    • Perform heavy, manual labor over extended periods of time.
    • Trouble-shoot for faulty system equipment and facilities.
    • Provide lead guidance on a regular basis to a small crew.
    • Operate water, sewer, or drainage equipment with skill and proficiency.
    • Respond to emergencies as required.
    • Make independent decisions in field situations with effectiveness and efficiency.
    • Perform a wide range of construction and maintenance activities, using standard methods and equipment.
    • Work effectively with Utilities customers, other employees, contractors, and the general public.
    • Safely operate heavy construction and repair equipment with proficiency and efficiency.
    • Recognize and deal with hazards encountered in the course of work.
    • Read, interpret, and understand blueprints, and construction drawings.
    • Modify as-built maps as necessary.
    • Understand and follow oral and written instructions.
    • Recognize confined spaces.
    • Practice shoring techniques when appropriate.
    • Perform traffic control in a safe manner.
    • Perform computer operations and specialized business applications in order to enter and retrieve information, receive and send e-mails, and complete routine forms and reports.
    EDUCATION AND EXPERIENCE:

    Education :
    High School diploma or G.E. D. equivalent.

    Experience :
    Three years of experience as a Utilities Operation and Maintenance Serviceworker in the City of Sacramento, which must include one year in the specialized area (water, wastewater, or drainage).

    OR

    Six years of work experience in installation, construction, and/or repair of: water distribution, sewer, drainage collection, or waterway systems.

    SPECIAL QUALIFICATIONS:

    Driver License:
    • Possession of a valid Class B Driver License with the appropriate endorsements is required at the time of appointment and is a condition of continued employment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
    • Possession of a valid California Class A Driver License with appropriate endorsements is required at the time of appointment for some assignments. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
    Certificate :
    For appointments in Water Distribution: Possession of a Water Distribution Operator Grade II Certificate issued by the State of California is required at the time of appointment.

    For appointments in Wastewater and Drainage: Possession of a Collection Systems Maintenance Grade II Certificate issued by the California Water Environment Association (CWEA) is desirable.

    Assessment:

    If considered for appointment, candidates must pass a pre-employment background and medical exam, including a drug test.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT

    The conditions herein are typically required of an incumbent to successfully perform the essential functions of their job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

    Physical Requirements:

    Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.

    Environmental Conditions: Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.

    Work Conditions: Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

    Employees may be required to work various shifts, and/or on-call to respond to emergencies on evenings, weekends, and holidays.

    Respiratory Protective Equipment : Work in this class requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment.

    Residency Requirement : Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets, 29th-30th Streets within one year following appointment.

    PROBATIONARY PERIOD

    Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

    5. Eligibility- Candidates who pass the performance test will be placed on an eligible list. The hiring department may contact those on the eligible list for an interview at any time during the life of the one-year list. Candidates can take the examination at any time to maintain eligibility.
    • If you are currently on an active eligible list for the Utilities Operations and Maintenance Leadworker (Wastewater) classification, it is unnecessary to retake the examination.
    • The eligible list is effective one year from the date of passing the examination for the Utilities Operations and Maintenance Leadworker (Wastewater) .
