    We are looking for an experienced professional who can implement data-driven strategies to create more responsive and nimble hiring and onboarding while maintaining dedication to providing the city with the highest quality candidates.

    You could be the ideal candidate if you possess:
    • A proven track record of strategic plan implementation with development of processes and procedures incorporating input from stakeholders
    • Experience in implementing dashboard metrics to assess recruitments and respond proactively to market shifts
    • Skill in innovative uses of social media to increase visibility and tell a compelling marketing story
    • Ability to create efficiencies in HR processes to reduce Time to Fill metrics - especially from Selection to First Day on the Job
    • Resources to build a pipeline of candidates for current and future recruitments
    • Attention to candidate experience
    • Public sector (NeoGov) and union environment experience is highly desirable


    In FY24, this division oversaw 337 hirings, of which 185 were hourly and 152 for full-time positions, and received/reviewed over 12,000 applications. In May, the City Council conducted a Study Session on recommended improvements to the City's recruitment process. That presentation can be found here under Item 16. This new position of Recruitment Division Manger will be responsible for implementing these recommendations, expanding the digital marketing pilot program, and increase the participation and knowledge base of the HR Liaison Program.

    Reports To: Director or Assistant Director Human Resources
    Supervises: 5 FT / 2PT Human Resources staff and 5 - 7 recruitment services providers
    Format: Up to 2 days per week remote work / 3 days per week in office

    Purpose of Classification
    This position is responsible for designing, directing, and evaluating a citywide comprehensive recruitment and talent acquisition program. Incumbents will manage and supervise day-to-day recruiting operations, develop long-term workforce strategic plans, implement existing plans, and continually evaluates and innovates all stages of the recruitment process.

    Distinguishing Characteristics
    This single class requires an incumbent to have excellent interpersonal skills with the ability to handle complex and strategic projects with Citywide impacts. It is distinguished from subordinate senior level classification in its Citywide program management, supervision of first-level supervisors, and heightened expectation to provide value-added strategic analysis, recommendations, and a very high level of independent decision making.

    Essential Duties:

    Essential and other important responsibilities and duties may include, but are not limited to, the following:
    • Directs the Citywide recruitment and talent acquisition programs
    • Reviews, develops, and implements division specific recruitment plans
    • Works with department directors to forecast staffing needs, assist with workforce continuity planning and other staffing strategies
    • Directs and responsible for oversight of the development of staff within their assigned division including annual performance appraisals, development plans, performance improvement, schedules, and any other related tasks.
    • Continually remains informed on industry best practices, innovative hiring programs, and maintains their status as a subject matter expert within their field
    • Develops and implements recruitment-specific training and development programs for staff both within Human Resources and Citywide.
    • Manages the implementation and regular review of data analytics and the development and tracking of performance metrics within their division.
    • May participate in Union negotiations, labor management, grievance hearings, or other related matters as a subject matter expert.
    • Ensures CA Civil Rights laws are properly administered; ability to analyze and interpret applicable laws, ordinances and regulations, to accumulate and analyze data, prepare comprehensive reports, speak and write effectively, and work with a minimum of direction
    • May present to City Council or Council Committees
    • Manages relocation, immigration and any other staffing administration related to these responsibilities


    Minimum Qualifications:

    Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through:
    • Possession of a Bachelor's degree, preferably in Human Resources Management or related field,
    and

    • Three to five years of experience at a management or senior level within Human Resources.
