    Basic Function and Representative Duties

    BASICFUNCTION:
    Plan, organize, control and direct the classified personnel program consistent with the rules and regulations established by the Personnel Commission, the California Education Code, the Board of Education, federal and State laws, serve as secretary to the Personnel Commission; train, supervise and evaluate the performance of assigned personnel.

    • Plan,organize,controlanddirecttheclassifiedpersonnelprogramconsistentwiththerulesandregulationsestablishedbythePersonnelCommission,theCaliforniaEducationCode,theBoardofEducation, federal and Statelaws

    • Plan,organize,controlanddirecttheclassifiedpersonnelprogram;interpret,applyandassurecompliancewithMeritSystemrulesandregulations,EducationCode,collectivebargainingagreements,andfederalandStatelawsandpolicies;adviseadministrationoninterpretationandapplicationof rules,regulations, policiesand laws

    • Coordinateandauthorizeclassifiedpersonnelactionsfornewhires,rehires,promotions,transfers,layoffs,terminations,leaves,newpositions,provisionalandlimitedtermemployment;administerlayoffsand overseethemanagementofseniority andrehirelists

    • Overseerecruitment,testing,appointmentandsalaryplacementofemployees;directthedevelopmentandadministrationofexaminations,certifyeligibilitylistsandotheremploymentlistsfor appointment

    • Conductandrespondtoadministrativereviewsregardingdisputablemattersrelatedtoworkingoutofclass,performancereviews,disciplinaryletters,grievances,violationsofMeritrules,andviolationsof employmentlawsorpolicies

    • ConducttheinteractiveprocessindeterminingreasonableaccommodationsfordisabledorinjuredemployeesandassuretheDistrictisincompliancewithapplicablelawssuchasAmericanswithDisabilitiesAct(ADA)

    • Direct the administration of the classification and compensation plan; make recommendations to the Personnel Commission regarding reclassification and assignment analysis
    • CoordinateeffortswiththeDistrict’sRiskManagementdepartmentintheareasofWorkers’Compensation,return-to-workprogramsanddisability;assurecompliancewithrelatedlaws,codes,regulations, policies and procedures

    • Train, superviseandevaluatetheperformanceof assignedstaff;interviewand selectemployees andrecommend transfers,reassignment,termination anddisciplinaryactions; monitor performanceevaluations according to established guidelines and procedures

    • Coordinatecommunicationsbetweenadministratorsandclassifiedpersonneltoresolveissuesorconcernsandexchangeinformation;provideregularcounseltoadministratorsregardingconflictresolution and employeerelations

    • Providetechnicalexpertise,informationandassistancetotheadministratorregardingassignedfunctions;assistintheformulationanddevelopmentofpolicies,proceduresandprogramstoassureaneconomical,safeandefficientworkenvironment;advisetheadministratorofunusualtrendsorproblemsandrecommendappropriatecorrectiveaction;develop,manageandrecommendnewandrevised rulestothePersonnel Commission and theDistrict’sadministrativeteam

    • Collaborate and work with the Human Resources Department in the provision of non-merit classified personnel related functions; ensure efficient processes and procedures between Personnel Commission services and Human Resources; serve as an advisor to Human Resources regarding merit rules and regulations

    • Plan,organizeandimplementlongandshort-termstaffdevelopmentprograms,policies,procedures,administrativeregulationsandactivitiesdesignedtoenhanceclassifiedpersonnelprogramsandservices

    • ServeasSecretarytothePersonnelCommission;prepareagendaitems,attendmeetingsandoverseethepreparationofminutes;organizeemployeedisciplinehearingsandactasadvisortotheCommission

    • If requested, serve as a subject matter expert in merit rules and regulations to both District and classified employee representatives; may recommend or suggest solutions to classified employment problems or issues

    • Directthepreparationandmaintenanceofavarietyofnarrativeandstatisticalreports,recordsandfilesrelatedtoclassifiedpersonnelandassignedactivities;prepareandmaintainrecordsandreportsrelatedtoassigned activities

    • Develop and preparetheannual preliminarybudgetfor thePersonnel Commission;analyzeandreviewbudgetaryand financial data; control andauthorizeexpenditures inaccordancewithestablished limitations;prepareannual reportfor thePersonnel Commission

    • Advise District and employee representatives on classified disciplinary procedures; may assist in the development of employee training programs to address employee performance deficiencies

    • Operatestandardofficeequipmentincludingcopier,scanner,faxmachine,telephone,laptop,computer and assigned software;driveavehicleto conductwork

    • Attendandconductavarietyofmeetingsasassigned;participateinnegotiationsforclassifiedbargaining units;prepareanddeliver presentations

    • Perform related duties as assigned


    Knowledge and Abilities

    KNOWLEDGE OF:

    Planning, organization and direction of the classified personnel program Merit System rules and regulations

    Public meeting protocols related to compliance with The Brown Act

    Budget preparation and control

    Oral and written communication skills Principles and practices of administration, supervision and training

    State and federal laws, codes and regulations concerning personnel administration including equal employment opportunity, ADA and others

    Principles, techniques and methods of recruitment, assessment, selection, training, classification and compensation

    Collective bargaining agreements, labor relations and union contracts

    Pay compensation plans

    Interpersonal skills using tact, patience and courtesy Operation of a computer and assigned software

    ABILITYTO:

    Plan, organize, control and direct the classified personnel program

    Coordinate the recruiting, interviewing, testing, selecting and placement of classified personnel Supervise the performance of assigned personnel

    Coordinate communications between administrators and classified personnel

    Prepare and deliver oral presentations

    Interpret, apply and explain rules, regulations, policies and procedures

    Establish and maintain cooperative and effective working relationships with others

    Operate a computer and assigned office equipment

    Analyze situations accurately and adopt an effective course of action Meet schedules and timelines

    Work independently with little direction

    Plan and organize work

    Prepare comprehensive narrative and statistical records and reports

    Direct the maintenance of a variety of reports and files related to assigned activities

    Education, Experience and Other Requirements

    EDUCATION AND EXPERIENCE:
    Any combination equivalent to: bachelor's degree in human resources, public administration or related field and seven years increasingly responsible experience in the administration of a human resources program.

    LICENSESANDOTHERREQUIREMENTS:
    Valid California driver's license, use of personal vehicle, and proof of insurance

    This is a recruitment between the Berkeley Unified School District Personnel Commission and the CA School Personnel Commissioners Association.

    SALARIES: All salaries as stated are based on present information and are subject to change. Appointments are made at the minimum salary shown and increases are granted at intervals based on satisfactory service.

    BENEFITS: Health plans provide for full coverage for employees and families in the area of medical and dental insurance to a negotiated maximum. All employees who work an average regular assignment of less than 5-1/2 hours a day (.72 FTE or less) shall be entitled to health insurance coverage and dental insurance coverage on a pro-rated basis. This position is covered by Social Security and may be eligible for California Public Employees Retirement System (CalPERS), with joint employee and employer-paid contributions. Current members of CalPERS working in other California state, county, city, and school districts can transfer retirement service credit to the District. All employees are enrolled in an Employee Assistant Program (EAP). The District also offers various optional benefits including life insurance, short-term disability, Vision Service Plan (VSP), and a medical and dependent care flexible spending option.

    VACATION: Classified (non-represented) Management, District employees shall accrue vacation as follows:

    Eighteen (18) working days per year.

    HEALTH AND CHARACTER INVESTIGATIONS:

    Candidates selected for appointment may be required to pass a medical examination given by a Commission-designated physician to determine physical fitness for District employment. The Commission may disqualify any eligible candidates on the basis of the examining physician's report. The District also conducts a fingerprinting background check for all potential candidates for hire. All convictions must be declared and explained on the application; failure to do so will automatically disqualify the application. Tuberculosis tests must be completed and a negative result must be supplied prior to beginning work.

    Very Low Class Size
    Berkeley Public schools have among the lowest class sizes in the state. While many school districts have exceeded 20 students in kindergarten through third grade, thanks to the BSEP tax measure Berkeley has maintained 20:1 since 1984. Grades 4 and 5 classrooms have average student-teacher ratios of 26-1, again much lower than the state average.

    • All Berkeley elementary schools have fewer students than the state average of 525 students — in fact, the Berkeley average is 375.
    • The average student-teacher ratio in academic classrooms in middle school is less than 28:1, and many math classes are 20:1.
    • The average student-teacher ratio in academic classrooms in high schools is 28:1.
