    CAREER DESCRIPTION

    MAINTENANCE INSPECTOR

    SALARY INFORMATION
    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following date:
    Effective June 27, 2025 - 4.00% increase

    This recruitment is being held to establish an open eligible list to fill current and future Maintenance Inspector vacancies within OC Public Works.

    This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    OC PUBLIC WORKS
    OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OCPW’s guiding principles are safety, integrity, quality, teamwork, and adaptability.

    OCPW is a unique County department comprised of ten service areas: Administrative Services, OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; OC Operations & Maintenance; and OC Survey.

    OC OPERATIONS AND MAINTENANCE
    OC Operations and Maintenance (O&M) is a service area within OCPW whose goal is to serve the citizens of Orange County by providing a safe environment and enhanced quality of life through improvements to and maintenance of public infrastructure. Operations and Maintenance provides a wide range of planning, design, project management, construction, and maintenance services to Orange County's unincorporated areas, including 380 miles of flood control channels, 4 dams, 8 pumping stations, 336 road miles, and other infrastructure. O&M provides public works services for contracted cities. O&M also plays a crucial role in responding to the needs of the public in the aftermath of devastating fire and storm events and other general emergencies.

    THE OPPORTUNITY
    The Maintenance Inspector classification specializes in inspection, investigation, customer service/complaints, planning and scheduling work for County work crews and contractors, contract management and administration, and assisting in the maintenance and improvement of public works facilities. The position offers the ability to provide direct public service in the upkeep of all County infrastructure to meet the community and/or resident needs.

    The job duties include, but are not limited to, the following:
    • Inspect all County Road and Flood facilities in order to determine and estimate the extent of deficiencies requiring regular maintenance and repair
    • Determines jurisdiction and responsibility through maps, deeds, records-of-survey, and plans
    • Schedules personnel, crews, and allocates equipment required to complete work orders
    • Ensures that work orders are resolved according to Public Works' Service Level Objective in a timely manner
    • Evaluate/review contractor performance and address issues with the contractor
    • Coordinates and communicates with various stakeholders, including the public, government institutions, private owners, and contractors
    • Creates and reviews computerized maintenance management system work orders
    • Inspects contractors' work in progress for compliance with contract specifications, standard plans, construction and building codes, labor and safety codes, permit conditions, and insurance requirements
    • Monitors, tracks, invoices, reconciles billings, provides cost estimates, and maintains various inventories for scheduled maintenance activities
    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will possess three (3) or more years of journey-level experience in contract administration, flood fighting, emergency management, and working with horizontal infrastructure maintenance.

    In addition, the ideal candidate will demonstrate knowledge and experience in the following core competencies:

    Technical Knowledge/Experience
    • Performing maintenance duties at a journey-level with minimal supervision
    • Knowledge of work orders, maintenance procedures, maintenance inspections, and graffiti abatement
    • Knowledge of standard physical condition requirements and primary causes of defects and damages of roadways, flood facilities, sidewalks, curbs, gutters, fencing, and related facilities
    • Types of public works maintenance equipment, including the cost of such equipment
    • Researching and determining County rights-of-way and maintenance obligations
    • Knowledge of contracts and scopes of work
    • Monitor and track contractor work & invoices
    • Reconciling contractor billings and processing invoices for payments
    • Scheduling crews and allocating the appropriate level of equipment
    • Basic mathematical and statistical concepts, including square footage and percentages of work completed
    • Web-based applications and databases such as Customer Relationship Management (CRM), Geographic Information Systems (GIS), etc.
    • Windows-based PCs running Windows 10/11 and MS Office Suite of programs, including Word, Outlook, and Excel
    Communication Skills
    • Communicates clearly and concisely both orally and in writing
    • Knowledge of proper email etiquette and familiarity with communicating primarily via email
    • Ability to maintain an effective working relationship with all levels of county staff, contractors, and the public
    • Ability to coordinate delays or problems quickly so that they may be resolved in a timely manner
    Organizational Skills
    • Ability to plan, direct, and resolve multiple work orders with competing deadlines
    • Ability to juggle limited resources, from equipment to personnel, to maximize effectiveness
    • Ability to maintain accurate logs and documentation
    Analytical Skills
    • Analyze problems and adopt an effective course of action
    • Analytically search for resources or seek subject matter experts to make informed decisions
    • Demonstrates critical thinking, problem-solving, and exercises appropriate judgment in approaching problems
    • Understanding of prioritizing competing priorities while meeting established deadlines

    • Ability to confidently direct the work of others
    • Ability to empower, mentor, and coach/train subordinate staff

    LICENSE REQUIRED
    This position requires a valid California Driver's License, Class C or higher.

    RECRUITMENT PROCESS

    Structured Oral Interview | SOI (Weighted 100%)
    Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on to the eligible list.

    Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
