This is administrative and managerial work directing, planning, developing, analyzing, and coordinating programs and services for the Response Division of the State Emergency Management Agency.     Work hours are 7:30 am to 4:00 pm, Monday through Friday; overtime, work on holidays, nights, or weekends may be required during exercises, drills, or emergency activations. Flex time may be available. The position involves occasional travel within the state with some overnight travel, and minimal out-of-state travel.

    Oversees and manages the Sections within the Response Division.
    • Ensures programs, projects, and section functions are planned, coordinated, and executed in accordance with Agency policy, plans, and guidance.
    • Manages completion of administrative and personnel support functions for organizational staff, ensuring compliance with state policies and procedures.
    • Serves as the agency lead for coordinating with our Emergency Support Functions (ESF) partners.
    Serves as a full line supervisor which includes:
    • Assigning and reviewing work.
    • Providing guidance and training to assigned staff.
    • Counsels staff regarding work performance.
    • Reassigns staff to meet day-to-day operating needs.
    • Establishes annual goals and objectives.
    • Approves time off.
    • Prepares and signs performance evaluations.
    • Determines and recommends staffing needs.
    Formulates and implements polices and priorities regarding emergency and disaster response mechanisms for the Office of Emergency Management and Operations Division:
    • Serves as primary staff advisor on state and local emergency operations procedures.
    • Assists Agency leaders with the development and communication of plans, policies, and information products.
    Leads emergency management coordination with interagency partners and stakeholders.
    • Directs the management of the State Emergency Operations Center (SEOC)
    • Always ensures coverage for the Operations Section to manage agency reporting and immediate response coordination.
    • As directed, coordinates the activities of all state agencies during times of emergency disaster response, exercises, and contingency planning.
    • Prepares briefing information for the agency director, other state agency directors and staff.
    • Ability to work overtime and unusual working hours during an emergency event.
    • Ability to participate in drills, exercises, and training events.
    • Demonstrated ability to successful work with cross-departmental teams.
    • Demonstrated ability to develop and implement programs and complex assignments.
    Performs other duties as assigned which are reasonably within the scope of the duties enumerated above.

    Typical Qualifications:

    Candidates typically possess a bachelor’s degree and 4 years of experience in emergency management and supervisory experience, project management, or a related field (substitutions may be allowed for work experience and a bachelor’s degree).

    Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

    • Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
    • Knowledge of different types of private, governmental emergency preparedness, response, and recovery programs and their purpose.
    • Experience with federal, state, and local all-hazards emergency management agencies: Demonstrates a broader understanding of disaster response.
    • Leadership experience during a real-world disaster response: Shows practical application of leadership skills in high-pressure situations.
    • Possess strong verbal, written, grammatical, organization, research, and problem-solving skills.
    • Knowledge of the phases of emergency management and their relevance to public safety.
    • Knowledge of the policies, regulations, guides, and precedents pertinent to the assigned emergency management phase(s).
    • Knowledge of the National Incident Management System (NIMS) and Homeland Security Exercise and Evaluation Program (HSEEP).
    • Skill in managing and resolving conflict in high intensity situations.
    • Ability to gather, correlate, summarize, interpret, and report a variety of technical information and data.
    • Ability to analyze implications, identify trends, and apply conclusions to complex problems.
    • Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.
    • Ability to work nights, weekends, and holidays when required to respond to disaster/emergency situations.
    • Ability to provide technical assistance to local, state, and federal representatives on emergency management issues.
    • Ability to comprehend, interpret, communicate, and apply regulations, procedures, and related emergency management information.
    • Knowledge of the different types of private, volunteer, and governmental emergency response and recovery programs and their purpose.
    • Ability to coordinate information, people, resources, and organizations to react to emergencies and disasters.
    • Knowledge of the methods and techniques of disseminating information to the public.
    • Knowledge of supervisory techniques and practices. Skill in making presentations before groups.
