    • Graduation with Bachelor’s degree from an accredited four-year college or university with major course work in a field related to the job plus three (3) years of experience in a field related to the job, one (1) year of which was in a lead, supervisory, project or program management capacity.

    • Valid Texas Class C Driver License.

    The Housing Department seeks a creative and innovative program manager to work on the development and operational oversight of new and existing tenant stabilization and displacement prevention programs. The Program Manager I will manage the Project Connect Community Initiated Solutions program. The program currently consists of thirteen non-profit partners, and potentially additional partners will be added after the next solicitation of available funding. The Program Manager I will be responsible for developing a cohort of the partners and overseeing the capacity building vendors for the partners.

    This position will supervise one individual and will be a member of the Displacement Prevention Unit. This team collaborates with community partners and helps to shape a more equitable and inclusive community and prevent the displacement of people and services through the investment of affordable housing resources.

    Driving Requirement:

    This position requires a Valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

    Pay Range
    $30.70 - $38.37

    Hours
    Monday through Friday, 8:00 a.m. to 5:00 p.m.
    • Flexible/remote work arrangements, not to exceed 50 % of the pay period, may be available after an initial training period with the department.
    • Work schedules are implemented to support the business and operational needs of the department and are subject to change.

    Preferred Experience:
    • Experience managing a complex program, developing program guidelines and evaluating program budgets.
    • Experience with displacement prevention, tenant and/or homeowner stabilization, and economic mobility programs.
    • Stong communication skills to include presentations, sensitive customer correspondence, reports and process documentation.
    • Working knowledge and experience developing and managing a learning cohort of non-profits offering various services.
    • Experience setting clear goals and direction, addressing issues, evaluating progress and changing direction when necessary.
    Duties, Functions and Responsibilities

    1. Determines program goals, objectives and resource requirements.
    2. Establishes program standards, methods, policies and procedures
    3. Coordinates and collaborates with stakeholders
    4. Monitors and evaluate programs effectiveness and implements improvement strategies
    5. Manages the budget of assigned program and associated projects and provides financial information
    6 Assists in developing, managing and submitting proposed budget forecast information
    7. Manages, coordinates, implements and monitors projects associated with assigned program
    8. Interacts with internal and external customers
    9. Investigates and responds to inquiries from the public and other departments
    10. Provides technical advice and assistance to department management, city management, field personnel, contractors, etc

    Responsibilities - Supervision and/or Leadership Exercised:
    • May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for discharge.

    City Government
