    The Ideal Candidate
    The ideal candidate for the Senior Development Review Engineer position in the Water Utilities Department is a seasoned professional with a robust background in civil or environmental engineering, particularly in water and wastewater systems. They have a deep understanding of urban development and its impact on municipal water infrastructure, coupled with exceptional organizational skills to manage multiple projects efficiently. This individual is not only technically proficient, with a strong grasp of regulatory requirements and industry best practices, but also excels in communication and collaboration. They are adept at balancing multiple projects, providing clear and insightful guidance to developers, consultants, and city staff, and are committed to fostering responsible growth that benefits the entire Waco community. This individual excels in negotiation and possesses strong customer service skills, ensuring that all stakeholders' concerns are addressed promptly and effectively. They have the ability to communicate decisions clearly, whether it's a yes or no, and can provide detailed explanations to ensure understanding and compliance. With a proactive approach to problem-solving, a commitment to continuous improvement, and the ability to collaborate effectively, the ideal candidate is a leader and team player ready to significantly impact the city's future development while maintaining the highest standards of service to the Waco community.

    Education:
    Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field. A Master’s degree is a plus.

    Experience:
    Minimum of 4 years of experience in civil engineering, with a focus on water utilities, development review, or a related field.

    Qualifications:
    Professional Engineer (PE) license in the State of Texas upon hire.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
