Posting expires: October 8, 2024 Salary range: $58,596 - $78,092 The budget manager sr. for OWTR administration is performs administrative/management functions associated with budgetary activities within an assigned office. Duties include but are not limited to supervising staff; directing budget activities; preparing office budget; preparing comprehensive development plan and management goals and objectives; preparing goals and expenditure projections; and generating reports and forms .
This position will de monstrate substantial understanding of the job requirements and applies knowledge and skills to a wide range of tasks within one or more of the following areas.
- Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to executive management team.
- Directs procurement staff in issuing purchase orders for goods and services for the office.
- Directs contracting and legislative officers in preparing office ordinances, resolutions, and contracts.
- Monitors division adherence to approved budget.
- Manages, prepares, administers and directs the control of the department of OWTR budget.
- Creates operating plans, forecasts and reporting systems.
- Manages the budget preparation, submittal and administration.
- Develops organizational structure and selects, develops and manages staff.
- Establishes internal processes, interprets and applies organizational policies.
- Provides input into policy and strategy.
- Manages purchasing, inventory, equipment maintenance and other asset related functions.
- Manages OWTR’ s budget functions and accounts.
DATA ANALYSIS - Receives assignments and plans for data collection and analysis for assigned office functions or activities.
- Designs custom reports and data displays for projects and standard report formats for ongoing functions based on organizational needs for information.
- Reviews assigned operating records and/or databases for quality.
- Identifies processes or reporting functions that do not provide the necessary level of completeness, detail, or accuracy.
- Designs standard report formats based on organizational needs for information.
- Retrieves and summarizes data from various information systems for inclusion into research or operating reports.
- Establishes work methods, timetables, performance standards, etc. and may commit department to action.
Knowledge, SKILLS, and abilities - Solid understanding of financial and accounting practices, policies, and procedures.
- Skill in use of Microsoft Office, accounting software, databases.
- Good planning, organizational and communication skills.
- Ability to handle escalated issues.
- Ability to train more new employees and/or interns.
- Ability to compile simple reports.
- Ability to use independent judgment and discretion.

Minimum Qualifications - Education and Experience Bachelor’s degree in finance, accounting, or related field
3-5 years of related experience; managerial experience is required.
Preferred Education & Experience Bachelor’s degree in finance, accounting, or related field plus more than 5 years of related experience and 3-5 years' managerial experience.
