    FLEET OPERATIONS MANAGER

    (SENIOR OPERATIONS & MAINTENANCE MANAGER)

    SALARY INFORMATION

    This position is scheduled to receive salary range increases on the following date:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and will establish an open eligible list. This list will be used to fill current and future Senior Operations & Maintenance Manager vacancies. This eligible list may be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    OC FLEET SERVICES
    OC Fleet Services (OCFS) is responsible for vehicle life-cycle management, maintenance/repair, and compliance with State and Federal emissions requirements. OCFS provides responsive, cost-effective fleet services to agencies/departments of the County of Orange. They ensure public fleet vehicles are safe and properly maintained for internal service customers. OCFS is a service area of OC Public Works.

    THE OPPORTUNITY
    The Fleet Operations Manager (Senior Operations & Maintenance Manager) will report directly to the OC Fleet Services (OCFS) Service Area Deputy Director. This position is a key role responsible for overseeing and enhancing Orange County’s fleet program, which includes automotive vehicles, heavy machinery, and other related equipment. The Fleet Operations Manager is responsible for making strategic decisions based on general policies, resolving organizational challenges, and ensuring efficient service delivery. This position plays a crucial role in setting goals, defining objectives, and implementing policies for the program, ensuring that all activities are carried out efficiently and in line with established regulations.

    Duties and responsibilities may include, but are not limited to:
    • Planning, organizing, directing, and evaluating the service area’s operations and programs; setting priorities, developing, and enforcing agency policies and procedures
    • Ensuring compliance with all State emissions rules and regulations administered by the South Coast Air Quality Management District (SCAQMD) and California Air Resources Board (CARB)
    • Managing the Vehicle Master Record Information in the Fleet Management System (Fleet Focus), including maintenance, parts inventory, fuel, shop labor, costs, utilization, billing, and motor pool operations
    • Developing and managing a comprehensive preventive maintenance and repair program for County automotive and heavy equipment
    • Recommending policies and establishing administrative procedures for all county transportation needs, including vehicle and equipment purchases, usage, operation, repair, maintenance, fueling, and replacement
    • Assigning, training, supervising, and evaluating the work of service area staff through subordinate supervisors
    • Conducting utilization studies, evaluating fleet condition, and recommending fleet size and composition; making decisions on vehicle replacement and managing a vehicle disposal program, including auction management and salvage value forecasting
    • Serving on the Emergency Operations Center (EOC) emergency logistics team
    • Providing 24/7 support during emergency situations for the Sheriff Department and other County departments

    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will possess a minimum of six (6) years of progressively responsible experience in fleet maintenance and operations management; must include three (3) years of supervisory experience.

    In addition, the ideal candidate will also possess knowledge and experience in the following core competencies:

    Technical Experience & Knowledge
    • Knowledge of methods, techniques, parts, tools, and materials used in the maintenance and repair of diesel, gasoline-powered, and electric vehicles and equipment
    • Knowledge of safety and other regulations applicable to fleet maintenance operations
    • Current knowledge of Federal, State, and local legislation, policies, regulations, and issues that pertain to the technical and service aspects of the assignment
    • Demonstrates principles of organization, administration, budget, and personnel management
    • Demonstrates the ability to forecast and develop service/parts contract needs to support strategic goals and objectives
    • Demonstrates the ability to conduct cost studies and financial analysis relating to the fleet administration and supporting funds, and the innovation of new fleet technologies for potential implementation

    Leadership & Management Skills
    • Guide and direct others toward meeting business objectives, while encouraging openness, creativity, and innovation
    • Provide guidance, training, and direction to staff; promote productivity and efficiency
    • Maintain ethical standards and positive working relationships with clients, peers, subordinates, key stakeholders, and executives

    Problem Solving & Analytical Skills
    • Effectively prioritize work and meet established deadlines
    • Knowledge of efficient shop design and effective operational work practices
    • Assess the vehicle and equipment needs of various users, analyze market data, and perform economic analyses
    • Explore options for vehicle buying or leasing, considering technological advancements, and make recommendations for vehicle and equipment selection
    • Analyze all aspects of financial and operational performance and prepare recommendations to management for use in making critical financial decisions

    Oral & Written Communication
    • Presenting ideas and complex material clearly, concisely, logically, and persuasively both orally and in writing
    • Preparing summary reports and presentations, as needed, for approval from review committee, management, CEO, and Board of Supervisors
    • Initiating and coordinating project meetings with departments, reviewing progress, providing guidance to departments, and updating to executive team about the progress on each project
    • Dealing effectively with various functions/various organizational units regarding budget and finance in meeting business goals
    • Preparing and communicating information needed to compile and present Countywide financial reports
    • Possessing written communication skills to accurately convey both substance and intent
    • Adept at communicating politically sensitive financial matters

    Team Management/Leadership
    • Ability to conduct follow up surveys with fleet supervisors to determine the effectiveness of preventive maintenance efforts and make recommended adjustments to the preventive maintenance scope and cycles
    • Communicate technical and complex information in a clear and concise manner to a wide variety of audiences
    • Write clearly and concisely, composing informative and convincing memos, emails, letters, reports, and other documents
    • Communicate using modern technologies, such as conducting community outreach via social media platforms and hosting public meetings virtually and in person

    LICENSE REQUIRED
    Possession of a valid California Driver License, Class C or higher.

    RECRUITMENT PROCESS

    Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
