    The Planning Department is seeking a self-motivated and highly organized individual with excellent communication and customer services skills to fill full-time Staff Services Technician (Permit Technician) positions.     THE POSITION

    Under general direction, the Staff Services Technician (Permit Technician) will assist within the framework of the department's Planning and Building Permits Divisions. This position will be utilized to provide routine customer service and technical assistance to property owners and members of the public seeking building permit and zoning information, provide a variety of building and planning technical support in processing land development applications and building permits, perform other related duties as assigned.

    The department is currently seeking to fill two positions focused on the Building Permits Division, however, a candidate may be assigned to work in either the Building Permits or Planning Divisions.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

    Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday, and shift assignments as identified in their MOU (Memorandum of Understanding).

    Typical Tasks

    • Serve as front-line personnel performing critical tasks related to customer service and construction development;
    • Accept, distribute, and process submitted plans and supporting documents in accordance with established policies and procedures;
    • Enter all permit information, and related documents into an electronic permit tracking system;
    • Review plans and supporting documentation for compliance with local standards and adopted codes;
    • Prepare documents, reports, and correspondence;
    • Maintain and research public records in accordance with state law and local policy;
    • Answer customer inquiries and provide proper direction to customers regarding permitting and zoning;
    • Assist in checking permit applications for completeness and accuracy;
    • Assist in providing the general public with technical information by phone, over the counter, and in writing regarding zoning and building permitting;
    • Support the complex administrative needs of the department;
    • Create and prepare statistical reports related to operation functions of the department;
    • Develop and/or maintain complex filing systems;
    • Assist in making public presentations, including preparation of written reports and presentation materials;
    • Maintain proficiency in the use of software and hardware utilized;
    • Operate a variety of office equipment, including computers, copiers, and other peripheral equipment; and
    • Performs other related duties as required.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • Modern office practices/record-keeping;
    • Statistical record keeping and reporting concepts, methods and techniques;
    • Data processing relating to budget control or payroll;
    • Principles and techniques of employee supervision; and
    • Spelling, grammar, and elements of proper writing procedures.
    SKILLS/ABILITIES
    • Supervise staff conducting technical assistance;
    • Work independently, under general supervision;
    • Interpret and prepare statistical reports;
    • Communicate effectively;
    • Speak and write in a clear, concise manner;
    • Effectively manage time and prioritize work tasks around strict timelines and deadlines;
    • Develop and maintain record-keeping systems and electronic databases;
    • Prepare recommendations for Departmental and County review;
    • Sit at a desk for extended amounts of time;
    • Lift, bend, stoop and reach overhead; and
    • Push, pull, squat, twist and turn.

    • Completion of thirty (30) college semester units in Public or Business Administration, or related field.
    PATTERN II
    • Two (2) years performing highly complex clerical duties associated with lead-worker, programmatical or accounting responsibilities.
    Proof of education may be required for verification purposes after the eligible list has been established as part of the selection interview process. Proof of education (transcripts and/or degree) may be attached at the time of online application submission if available. DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, applicant screening may focus on the following desirable qualifications.     • Bachelor's Degree in Construction Management, City and Regional Planning, Architecture, Geographical Information System, Public Administration, or related field; OR
    • One (1) year of progressively responsible experience performing land use and/or building permit processing support services in a public agency OR
    • Professional Certification in Land Use and/or Environmental Planning; OR
    • Possess a Certification from the International Code Council as a Permit Technician, Building Inspector or Plans Examiner.

    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
