    JOB SUMMARY

    The City of Manhattan Beach is actively seeking a knowledgeable, supportive, and compassionate Technology Specialist to join our dynamic team in the Information Technology Department.     JOB SUMMARY
    Under general supervision, installs and maintains computer systems, network and related equipment; performs technical and administrative work in administering the City’s and/or public safety’s network infrastructure and information systems, and does related work as required.

    ESSENTIAL DUTIES

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.
    • Installs, upgrades, troubleshoots and maintains Citywide Windows network and Windows operating system and Office Suite based computer hardware, software and applications.
    • Maintains and supports the City's digital presence (social media, government cable channel, Internet and Intranet web sites); works closely with city departments in the content, upkeep, and maintenance of City web pages.
    • Provides technical assistance and support for end user compute resources (i.e. desktop, laptop, tablet, mobile phone, etc.), including answering calls and resolving trouble tickets.
    • Performs system and network administration functions such as user adds, moves and deletes, backup and restore, preventive maintenance, print queue support, upgrades, etc.
    • Provides tier 1 support of departmental applications and takes corrective action as required or escalates to Senior Technology Specialists, Applications Analysts, Network Administrators, or Technology Systems Engineer.
    • Maintains end user computer asset inventory management of desktops, laptops, mobile phone, tablets, printers, components, and desktop software licenses; administer procurements and deployment.
    • Supports end user computer (i.e. desktop, laptop, mobile phones, tablets, etc.) technology refreshment using automated deployment tools and established processes.
    • Maintains user and technical documentation; prepare reports; and other related information as required.
    • Provides on-call support on a rotational basis.
    • Provides support of public meeting broadcasts.
    • Perform other office related duties as assigned.


    MINIMUM QUALIFICATION GUIDELINES

    Education/Training/Experience:
    • A Bachelor’s degree in Information Technology or a related field AND three (3) years of technical experience in performing a full range of computer support and networking activities with direct customer contact and service is required.
    • Experience in operating and maintaining computers within a networked environment, running Windows and Microsoft Office is required.

    Licenses/Certificates/Special Requirements:
    • A valid California driver’s license is required at time of employment.
    • May be required to work shifts, weekends, and/or holidays.
    • In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

    Knowledge of:

    Computers and peripheral equipment including operating systems and basic operations functions, system and memory configurations and software currently in use by the City; operation of local area networks (LAN) and wide area networks (WAN); computer programming in languages currently in use by the City; data processing terminology; data communications equipment and networks; safety precautions necessary when working in a data processing environment; methods, materials and equipment used for installing and cleaning computers and peripheral equipment; proper English usage, spelling, grammar and punctuation; City policies and procedures affecting departmental operations; public relations and customer service techniques, including telephone etiquette; City and departmental strategic goals and objectives; applicable local, state and federal laws and regulations.

    Ability to:

    Install, operate, configure, diagnose and repair computers, related software and peripheral equipment; monitor activity and components of data communications network; detect software and hardware malfunctions and regulate the quality of printed output; load and unload magnetic media on tape and disk drives; determine users needs and problems, understand program requirements and develop effective solutions; prepare documentation materials using proper spelling, grammar and punctuation; read and understand software documentation and present technical concepts and procedures; assist in the preparation of program estimates and meet deadlines; act independently, exercise sound judgement within established guidelines and maintain confidentiality; learn and utilize new skills and information to improve job performance and efficiency; shift priorities as departmental workload demands require; lift and move a minimum of 25 pounds; analyze problems and offer recommendations; communicate effectively orally and in writing; establish and maintain good working relationships with coworkers and supervisors; follow verbal and written instruction and work cooperatively with others.

    Part-time employees are enrolled in PARS (Public Alternate Retirement System). All part-time and seasonal employees contribute 7.5% each pay period on a pre-tax basis. If an employee reaches 1,000 hours within a fiscal year (July 1st to June 30th) or is already a CalPERS member, then they are enrolled in CalPERS (Public Employees Retirement System).

    The City complies with California Labor Code 245-249 by providing paid sick leave for part-time hourly employees accordingly.

    The City of Manhattan Beach does not provide medical/dental/vision benefits to part-time employees. Eligible employees enrolled in CalPERS may opt into a CalPERS medical plan.
