    Candidates who receive a qualifying score cannot participate in the examination within six (6) months of their disposition notice. Candidates who did not qualify may reapply sixty (60) days from their disposition notice.

    DESCRIPTION

    The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through four departments: Administration and Finance, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Adminis tration.     THE POSITION

    Under general direction, to supervise, review, and evaluate the work of a unit responsible for investigations, assessments, case and client management, and estate administration and associated support work in the Department of Adult and Aging Services.

    IDEAL CANDIDATE

    The ideal Adult Protection Supervisorcandidate will possess:

    • Broad knowledge related to the laws and principles of Adult Protective Services, with an understanding and/or willingness to gain understanding of the principles and practices of public administration, program planning, and development.

    • Professional knowledge and understanding regarding the normal aging process, the impact of age-related illnesses, mental illness, and developmental disabilities on the ability to independently manage daily activities, and the psycho-social dynamics of self-neglect or neglect or abuse by a third party.

    • Understanding of the role of the Social Services Agency, including its policies, procedures, program, and services.

    • Outstanding communication and listening skills that clearly articulate information verbally and in writing.

    • Ability to work effectively with a diverse group of individuals with varying ideas and job functions; ability to demonstrate interpersonal sensitivity.

    • Ability to effectively direct and monitor employee performance, develop and implement improvement plans when performance does not meet requirements, and take corrective action as needed.

    • Ability to exercise sound judgment and maintain focus while coaching employees who are making diagnostic risk assessments and decisions regarding abuse or neglect intervention and remediation.

    • Exceptional organizational skills, including the ability to effectively handle changing priorities.

    • Proficient computer skills, including competence in the use of AACTS or Panoramic.

    MINIMUM QUALIFICATIONS

    In order to participate in the examination process, applicants must qualify through one of the following patterns:

    Education :

    Possession of a Master’s degree in Social Work, Clinical Psychology, Counseling, Gerontology, Business or Public Administration, or a closely related field, from an accredited college or university.

    AND

    Either I
    Experience :
    The equivalent of one (1)year of full-time experience as an Adult Protective Services Worker II, Deputy Public Guardian-Conservator/Investigator, or higher-level social worker classification in the Alameda County classified service.

    Or II

    The equivalent of two (2)years of full-time experience providing social casework services to the mentally ill or elderly in a public or private social services organization or mental health organization, equivalent in level of responsibility to that of the Adult Protective Services Worker II in the Alameda County classified service.

    Or III

    Two years of full time experience in the management of financial assets for estates or individuals, or the management of investments.

    License : Possession of a valid California Motor Vehicle Operator's license.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :
    • Crisis intervention methods and techniques.
    • Casework methods and techniques with particular reference to the problems in adult neglect, exploitation, and abuse.
    • Procedures used in the marshalling and management of estate assets and trust funds.
    • Principles, methods, and techniques of organizational management and supervision.
    • Relevant laws, codes and regulations as it relates to guardianship/conservatorship, elder and dependent adult protection, and estate administration.
    • Applicable computer applications and software as it pertains to the job.
    • The normal aging process and the psychopathology of aging and family relationships.

    Ability to :
    • Plan, assign, direct, review, and supervise the work of professional, technical and clerical staff.
    • Train and evaluate personnel.
    • Establish and maintain cooperative relationships with those encountered in the course of the work.
    • Communicate effectively orally and in writing.
    • Interpret, apply and explain federal, state, local laws and Departmental policies, procedures, laws and regulations.
    • Analyze and interpret information and make sound decisions.
    • Lead effectively.
    • Represent the County with other governmental agencies, organizations and the public effectively.
    • Consider personal and psychological factors in difficult personnel, child, client or family situations and demonstrates interpersonal and cultural sensitivity.
    • Demonstrate flexibility.
    • Adapt to stress


    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    1) A review of applicant's applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

    2) An oral interview, which will be weighted at 100% of the candidate's final examination score. The oral interview may contain situational exercises.

    CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars." Alameda is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities.
