    OVERVIEW

    The Department of Human Services, Division of Aging and Long-Term Care (ALTC) has an exciting opportunity for a Financial Analyst to join our team. You will perform a variety of grant accounting/financial support activities with numerous deadlines to apply complex regulations to our division budget, involving special revenues, a variety of grants, revenue reimbursements, and utilization reports. Working under the direction of the ALTC Administrator, you will work independently and exercise independent judgement to reconcile accounting problems within statutory requirements and established policies. You will participate in subcontractor monitoring and oversight of fiscal reviews.

    Our new team member will ideally have knowledge of the accounting structure, accounting and financial principles, practices and methods; federal/state/local legislative guidelines; data collection, data processing and reporting; and program planning, coordination and development. Our new team member should have a working accounting knowledge as it pertains to public entities and special revenues.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    REQUIRED EDUCATION AND EXPERIENCE:
    • Bachelor's degree in business, public administration, accounting, finance, economics, statistics, or a closely related field AND
    • Four years of progressively responsible professional or administrative experience involving bookkeeping, grant accounting, auditing or related field; OR
    • Any equivalent combination of related education, training and experience which provides the applicant with the desired knowledge, skills and abilities required to perform the work.
    Preferred Qualifications:
    • Experience with Workday Financial Management System

    PHYSICAL REQUIREMENTS

    • The duties in this position are performed in an office setting and may be required to lift at least 20 pounds.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    In this role, you will have the opportunity to:

    • Fiscal oversight of subcontractors including assigning grant codes to invoices, managing system processes for payment, developing utilization reports, and planning workload to meet deadlines.
    • Financial management and data reporting as required per the Kitsap County systems and Washington State Department of Social and Health Services revenue contracts; including development of line item budgets.
    • Explain and offer solutions to budget issues such as trends in monthly revenue and expense reports, grant cost allocations, and administrative reimbursement limits.
    • Analyze variances between actual and budgeted financial reports and lead solution focused budget discussions with the Administrator and management team.
    • Manage cost allocation plan for grant management and oversee the fiscal operations for the Division per contract requirements and County protocols.
    • Ensure financial program compliance with revenue contracts and grants.
    • Interpret and apply complex statistical methodology and instructions for use of grant revenue and expenditures; understanding of braided funding strategies.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
