    The Position

    Emission Control Technicians perform a variety of inspection, investigation, and technical assistance activities to ensure compliance of state-licensed emission control stations and emission control inspectors with federal and State laws and regulations regarding vehicle emissions, and to assist and inform the public regarding the state's emission control program.

    Incumbents perform in a trainee capacity and acquire the knowledge, skills and abilities required in this occupation. This announcement will be used to underfill an Emission Control Technician 2 within our Motor Vehicle Pollution Control division in Reno. They are expected to possess a degree of knowledge and proficiency sufficient to perform work independently with minimal training and supervision. The technician maintains relations and provides information to the public, licensees, and other agencies in a professional and courteous manner. Incumbents will carry out administrative assignments to include: process, evaluate, report, and disseminate public complaints, assist in developing and updating procedures for tasks specific to the emission control section, compiling statistical reports, reviewing licensee application paperwork, maintaining data of licensees, maintain equipment used within the emission control section and an inventory of related supplies, conduct research, write reports of findings, carry out project assignments related to the section, prepare vehicles and documentation to implement covert audits of licensees, and testify as a witness for the Division in enforcement proceedings. Assist in the testing and approval of equipment and software related to the emissions program.

    At a journeyman level, utilize an array of emission testing/diagnostic equipment when conducting compliance tests of light and heavy-duty vehicles, and record results. Maintain knowledge and expertise in gasoline and diesel automotive engine and emission system design/theory, and the cause and effect of vehicle exhaust emissions. Identify vehicle engines and the required emission devices and/or systems; and determine if they are in compliance with emission laws, regulations, and policies. Conduct required emission inspector training assignments to include Scheduling and instructing 1G inspector training classes, administering written and practical exams to applicants and licensees, compile and record tests results, conduct remedial trainings and violator classes, assist in developing and updating training and testing materials, provide on the job training to new hire Emission Control Technicians, and attend training as required to maintain license status. Conduct field assignments to include Compliance auditing of existing and prospective authorized emission stations, licensed emission inspectors, and approved emission testing equipment. Inspect vehicles for sale on licensed sales lots for emission compliance; and ride along in a marked police unit with a uniformed officer when roadside testing over-the-road diesel trucks for emission compliance. Under the authority of NRS 239B.010.1(b), the DMV utilizes NRS 205.4605 - 205.810, NRS 293.504, NRS 293.5045, 6 CFR 37.45, 49 CFR 1572.103, and 49 CFR 384.228 as criteria to obtain a FBI fingerprint clearance check on current and prospective employees.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) An Associate of Arts degree in automotive technology and one year of current journey-level mechanic experience at a licensed facility; OR two years of experience as described above; OR possession of the following three Automotive Service Excellence certificates: 1) Engine Performance, 2) Advanced Engine Performance, and 3) Engine Repair; OR an equivalent combination of education and experience as described above. All of the preceding ways of qualifying for this class also require direct public contact experience. Special Requirements A valid driver's license is required at the time of appointment and as a condition of continuing employment. A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
