    CAREER DESCRIPTION

    PUBLIC SAFETY DISPATCHER

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    THIS RECRUITMENT IS OPEN TO THE PUBLIC:

    This recruitment will establish an open eligible list to fill current and future Public Safety Dispatcher vacancies within Orange County Probation Department. This eligible list established may also be used to fill similar and/or lower classifications throughout the County of Orange.

    PROBATION
    OC Probation assists the criminal justice system in Orange County, California by making a safer Orange County through positive change. Under the direction of the Chief Probation Officer, the Probation Department is comprised of three bureaus: Adult Operations, Juvenile Operations and Operations Support. As a public safety agency, the Department serves the community using efficient and research supported corrections practices to reduce crime, assist the Courts in managing clients, promoting lawful and productive lifestyles, and assisting victims.     THE OPPORTUNITY
    The Public Safety Dispatcher for Probation will be responsible for the following:
    • Providing public safety dispatching service within the Special Supervision Division
    • Serving as a liaison between the Probation Department and other County departments, governmental agencies, and law enforcement
    • Providing excellent customer service and responding to inquiries from Probation deputized staff, District Attorney Investigators, Public Assistance Investigators, and other law enforcement providing field supervision
    • Managing inventory of the equipment, including Motorola APX6000 Pak-set radios and mobile units
    • Consolidating and preparing monthly statistics for the Probation Department and the District Attorney's office
    • Conducting record checks to the standards of the Probation Department using various computer applications, such as California Law Enforcement Telecommunications System (CLETS) and Integrated Case Management Systems

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The successful candidate will have the following experience: Two (2) years of experience in the operation of emergency radio dispatch equipment in a law enforcement or public safety agency, knowledge of the methods and techniques used in public safety dispatching, and experience working for a law enforcement agency, which is crucial in being effective in this position. The ideal candidate will also possess extensive professional work experience and/or knowledge in the following competencies:
    • Professional and Technical Expertise
      • Two (2) years of experience of the Computer Aided Dispatch (CAD) system
      • Knowledge of computer keyboard-driven video display consoles, transmitters, receivers, landlines, and portable radios
      • Experience interpreting data for requestors via CLETS and/or other criminal justice information sources
      • Researching, gathering, and editing information for both daily and monthly statistical reports for the department, executive-level management, and other governmental agencies
      • Applying appropriate methods and techniques of radio dispatching involving emergency public safety operations to ensure speed, quality, and consistency when relaying information
      • Proficiency in Microsoft Suite Programs, specifically with Microsoft Outlook, Excel, Word, and PowerPoint

    • Oral and Written Communication
      • Having the ability to communicate effectively in relaying important data to stakeholders, including Probation and the District Attorney
      • Coordinating the field activities of Probation deputized staff, District Attorney Investigators, and Welfare/Fraud Investigators
      • Demonstrating diplomacy and tact when interacting with both internal and external stakeholders
      • Using correct vocabulary, grammar, sentence structure, spelling, and punctuation in presenting information clearly and in an organized and cogent manner
      • Entering accurate information into data-based systems, such as CAD
      • Applying the most accurate and appropriate radio codes as deemed necessary on a case-by-case basis

    • Listening Skills and Decision-Making
      • Receiving and processing emergency and non-emergency requests from the Probation deputized staff, District Attorney Investigators, and Welfare Fraud Investigators
      • Understanding, interpreting, and transcribing information received from radio consoles and telephones
      • Showing interest and understanding of the needs, expectations, and circumstances of internal and external stakeholders
      • Determining appropriate jurisdiction when notifying and relaying appropriate emergency service agency of fires, auto accidents, and other emergent conditions as notified by field units

    • Self-Management and Handling Stress
      • Understanding the distribution of workloads and competing priorities while adhering to policies and procedures
      • Prioritizing a large volume of incoming radio traffic, including simultaneous transmissions
      • Managing radio equipment location and maintaining a clean, orderly, and organized workspace
      • Maintaining composure in an environment with a high workload, competing or conflicting demands, interruptions, and distractions

    SPECIAL REQUIREMENTS
    The ability to successfully complete a 120-hour POST Certified Dispatcher, Public Safety Course or equivalent within 12 months of appointment.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    Proctored Interactive Computer Exam (Refer/Non-Refer): The exam consists of job-related questions. This is a standardized exam, and no study guides are available. Candidates need a passing score on this examination in order to continue in the selection process. Only the most successful candidates will be referred to the next step. The exam will be administered in person and in a proctored setting by the OC Probation Department at one of our Santa Ana facilities. The exam will include the following:
    • Decision Making
    • Data Entry
    • Call Summarization
    • Cross Referencing
    • Memory Recall-Numeric

    Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
