    Job Description and Duties

    Will consider Transportation Planner

    Under the direction of the Branch Chief, within the Division of Planning and Local Assistance, the Associate Transportation Planner is an interdisciplinary team member at a full journey level. The incumbent works independently to perform difficult and complex planning projects. Plans, develops, organizes, and directs activities which integrate various social, economic, environmental, transportation, and land use factors to support implementation of a balanced, multimodal State transportation program. Plans, develops, administers, evaluates, and monitors transportation plans, programs, and projects in the transportation planning process. This may include but not limited to, regional planning, multi modal system planning, community planning, state planning, freight planning, active transportation, health, climate change, air quality, program project planning, Native American consultation, modeling, geospatial data analysis, and economics.

    This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

    New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

    Special Requirements

    Statement of Qualifications (SOQ) - Applicants are required to submit an SOQ. The SOQ is a discussion of how an applicant’s education, training, experience, and skills meet the criteria in the duty statement to qualify the candidate for the position. The SOQ must follow the numbered format. The statement must respond to the criteria below, must not exceed two pages in length, and be typed in Aerial size 11 font.     The SOQ should address the candidate's experience in the following areas:

    1. Provide examples of your knowledge, skills, and experience with urban/regional transportation systems, the planning process, and principles of transportation planning, development review, transit, & multi-modal planning, and strategies and studies, and Geographic Information System (GIS) that would make you the most qualified candidate for this position.

    2. Provide examples of your experience in building alliances and coordinating with internal and external stakeholders in addressing a complex situation that impacts the public or community; experience working and communicating with internal and external management.

    3. Provide examples of your experience with planning and project delivery, evaluating accuracy and completeness of documents and studies, reasoning logically, and making sound recommendations. Discuss and provide examples of your experience working in a team setting and being a good team member, balancing multiple priorities and meeting milestones and deadlines.

    4. Provide examples and detail your experience with data collection, data analysis, and report writing.

    5. Provide examples of your experience in balancing and tracking multiple priorities and meet deadlines. Provide examples of your experience maintaining communication channels with external agencies and members of the public.
