    OVERVIEW

    In this role, the successful candidate will support the development of a qualified network of community based long-term care services and supports for eligible WA CARES Kitsap County beneficiaries. The successful candidate will demonstrate strong customer service skills, the ability to work within a team and the ability to build successful collaborative relationships with both int e rnal and external partners to provide high quality services and supports to the community .

    To be successful, the candidate in this role must also have the ability to handle multiple tasks simultaneously and to meet critical deadlines in a timely manner.

    Special Note: This is a grant-funded position. Continued employment is contingent upon job performance/evaluation, continued funding of the program and other appropriate County procedures.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    Required Education and Experience
    • Bachelor's degree in business or public administration, social work, or a closely related field and
    • Two or more years of experience in professional social services work experience which includes work with related programs, contracts, planning, or community services.
    • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

    Preferred Education, Experience or Other Qualifications
    • Professional work experience specializing in social service contract management is highly desirable

    Driving Requirements

    The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:

    Category 2 : Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver’s license. If driving on county business the incumbent must meet and follow the Fleet Risk Control Policies to operate a motor vehicle on County Business
    Prior to employment, the successful candidate must:
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting
    • Pass a criminal background check through DSHS

    • The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which may include fingerprinting.

    • The duties in this position are primarily performed in an office setting utilizing standard office equipment


    ILLUSTRATIVE EXAMPLE OF DUTIES

    • Serve as lead staff for reviewing provider applications and verifying qualifications to become a registered WA CARES service provider.
    • Process contracts for the delivery of WA CARES long-term care services for eligible Kitsap County beneficiaries .
    • Participate in statewide WA CARES network development and system coordination activities.
    • Conduct data analysis and prepare reports and other information necessary for program management and policy decisions .
    • Coordinate and conduct monitoring of contracted services as may be required by WA CARES regulations .
    • Work with contracted service providers to identify and implement quality improvements to the service delivery system and provide on-going technical assistance.
    • Support the statewide implementation of the WA CARES Fund long-term care insurance benefit program.
    • Review and maintain an awareness of federal, state, and local laws and regulations affecting program services.
    • As a member of Aging and Long-Term Care's contracts and monitoring team, support a variety of network and service delivery subcontracts within the Division.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
