    Distinguishing Features of the Class

    The City of Des Moines is seeking a skilled professional to lead the Fleet Services division as the Fleet Services Administrator. This position plans, organizes, and directs all operations and activities of the Fleet Services Division. The work is performed under the direct supervision of the Deputy Finance Director, but extensive leeway is granted for the exercise of independent judgement and initiative. Supervision is exercised over the work of all employees within the Fleet Services Division.

    Ideal candidates for this position:
    - Possess relevant certifications such as Certified Public Fleet Professional (CPFP) or Certified Automotive Fleet Manager (CAFM) ;
    - Have people leadership skills and extensive experience overseeing a robust fleet program; and
    - Knowledgeable of municipal or governmental operations.

    Acceptable Experience and Training

    • Graduation from an accredited college or university with a Bachelor’s Degree in business or public administration, engineering, transportation logistics or a related field; and
    • Seven (7) years of experience in municipal fleet management; or
    • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

    Required Special Qualifications

    • Designated a Certified Public Fleet Professional (CPFP) from American Public Works Association or Certified Automotive Fleet Manager (CAFM) from National Association of Fleet Administrators or ability to obtain within 12 months of hire.
    • Candidates for positions in this class must pass a post-employment offer background check, physical examination and drug screen test.
    • Possession of a valid Iowa driver’s license or evidence of equivalent mobility.

    Examples of Essential Work (Illustrative Only)

    • Plans, organizes, directs and evaluates the work of Division employees in completing the repair and maintenance of City vehicles and equipment throughout the City fleet;
    • Develops policies and procedures designed to increase the efficiency and effectiveness of Division operations and address fleet management needs within the City of Des Moines;
    • Administers the City’s vehicle replacement fund and develops citywide fleet services policies.
    • Develops and administers the Division budget;
    • Develops and implements means of equipment acquisition and disposal
    • Organizes resources within the Division, including developing equipment and materials specifications, requisitioning supplies and coordinating maintenance;
    • Coordinates projects with other City Departments, outside contractors, other jurisdictions and/or authorities;
    • Receives, investigates and resolves complaints from internal and external customers;
    • Oversees cost accounting within the Division and provides costs estimates on major projects planned and pending;
    • Provides status reports to the Deputy Finance Director on Divisional operations, any major shift in policies or procedures and recommendations for future development;
    • Participates in various aspects of personnel administration within the Division, including hiring, termination, grievance procedures and coordinating employee training;
    • Performs special projects for department directors as requested;
    • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
    • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
    • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
    • Responds to City Council or resident questions and comments in a courteous and timely manner;
    • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Maintains on-call status.
    • Performs other directly related duties consistent with the role and function of the classification.
    • Serves as a key member of the Finance Leadership Team and remains active in various workgroups and committees beyond the Fleet Services Division.
