    The ideal candidate for this position will have strong customer engagement skills coupled with functional requirement and use case/user story development. This position will participate as a contributor on complex electric utility projects.

    THIS POSITION :
    • Serves as an interface with customer functional areas such as Planning, Engineering, Work Management, and Field Operations for the purpose of business technology alignment and relationship management.
    • Analyzes business requirements or issues, convert analysis to functional specifications, and design solutions to meet cross functional business requirements or resolve issues.
    • Participates on strategic analysis via frameworks such as SWOT , PESTLE
    • Connects inter-related initiatives to strategic direction
    • Works across various engineering and business domains
    • Guides multiple stakeholder teams through effective communication and change management, such as media campaigns and creating and administering training materials
    • Participates in software application testing (functional unit, integration, performance, regression and acceptance).

    WORK SCHEDULE :
    • This position has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained onsite to assist with operations and recovery.
      • Work hours may include after hours, holidays, and weekends.
      • Shifts may change according to departmental needs.
      • Employees may be required to work additional hours outside of the regular work schedule.


    TRAVEL :
    • If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

    • Business systems analysis experience within the electric utility industry
    • Certification such as CAPM , PMI - PBA , CBAP , or similar business analyst or project management certification, or the ability to obtain within 6 months of employment
    • Experience in guiding customers through complex technology projects from inception to post go-live operations
    • Experience with project change management, including building and administering training materials
    • Experience in scenario planning for strategic vision
    • Ability to travel to more than one work location
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


    Meet with decision makers, system owners and end users to define business, financial and operations requirements and systems goals. Assist with requirements gathering sessions to elicit requirements, specifications, business processes and recommendations related to potential IT solutions. Create models, use cases, process flows, specifications, diagrams and charts to provide direction to developers, designers, and vendors. Assist with converting requirements into developing a statement of work for use in requests for proposals. Evaluate compatibility and interoperability of commercial off-the-shelf or in-house technology systems. Review and analyze the effectiveness and efficiency of existing systems and assist with developing strategies for improving or further leveraging these systems. Perform cost-benefit and return-on-investment analyses to aid in making IT business decisions. Conduct research on software and hardware products and technology services to justify recommendations and to support purchasing efforts. Write and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in IT applications across the organization. Coordinate and perform tests, including end-user reviews, for modified and new systems, training and other post-implementation support.

    • Knowledge of concepts and principles of application programming, database and system design including Internet, and network architectures.
    • Knowledge of legacy, and web-based systems interfaces.
    • Knowledge of importing data for use in report software, spreadsheets, graphs, and flow charts.
    • Knowledge of cost-benefit analysis and total cost of ownership modeling.
    • Skill in performing requirements development, process modeling, reporting and project management tools.
    • Skill in developing process models and data flow diagrams using industry-standard modeling techniques.
    • Skill in selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new concepts.
    • Ability to accurately identify/determine customer needs and take appropriate actions and/or steps to address identified needs.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
