    • Graduation with a Bachelor’s degree from an accredited college or university in related field, plus three (3) years of HR experience.
    • One (1) additional year of experience may substitute for the education up to the maximum of four (4) years.

    The Human Resources Advisor will join the Austin Transportation and Public Works Department, supporting 1000+ employees. This position will take on an exciting opportunity to partner with leadership in advising and making recommendations on compensation matters and will drive resolution for the City of Austin!

    The HR Advisor will focus on all compensation matters in the department. This individual will serve as a trusted subject matter expert and will be the HR business partner in strategically assessing data, structure, budgetary constraints, and relationships. TPW is looking for someone with readiness to assist on compensation processes, HRIS maintenance, and support TPW HR staff with other human resources duties as required. To succeed, you will need innovative ambition and passion for customer service purposefully aimed at maximizing available sources to gather information needed to understand ambiguous, complex, and sensitive situations.

    • Strong consulting and influencing skills with the ability to positively build relationships and develop strategies with leaders, teams, and individuals.
    • A critical thinker in handling contentious matters, effective in problem-solving, and understanding local, state, and federal laws and regulations as they relate to human resources.
    • Develop methods and creative recommendations for process improvements and enhancements regarding collaborative relationships.
    • Promotes diversity, equity, and inclusion awareness and ensure employees are safe, productive, healthy, and provided consistent, fair, and equitable treatment in the workplace.
    • Advanced computer skills, proficient in Microsoft Office, collaboration platforms (e.g., MS Teams), and emerging HR technologies

    Pay Range
    $30.70 - $38.37 per hour
    Hours
    Monday through Friday

    Hours may vary depending on departmental needs and initiatives. This is a hybrid telework position with a minimum of 50% working in the office.

    Preferred Experience:
    • City of Austin experience with reclassifications and restructures.
    • City of Austin experience with processing bilingual, acting pay, salary adjustments.
    • Experience creating new job descriptions and career progression programs.
    • Experience using interpersonal and verbal communication to establish effective working relationships with employees at all levels, including multiple levels of leadership.
    • Experience generating presentable reports in Microsoft Excel and emerging HR technologies based on information gathered from various human resource databases.
    • Ability to Travel to more than one work location.
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs. Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures. Implements HR programs, procedures, processes, and strategies. Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved. Advises and influences management in making sound HR-related decisions. Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed. Provides training to managers and supervisors on HR topics and procedures. Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development. Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.

    City Government
