    Position Scope

    Salary range is the entire compensation range for the position classification.

    Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and equity amongst other City employees in a similar position.

    GENERAL PURPOSE: Under general supervision, participates with the purchase, installation, and support of converged network communications, including LAN/WAN voice and data. Works on problems where analysis of situation requires in-depth evaluation of various factors. Participates in planning large scale systems projects through vendor comparison and cost studies.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Act as a project coordinator for technical projects of moderate complexity in such areas as integrated voice and data, LAN and WAN networks, video, wireless systems, trunked radio and related infrastructure.
    • Assists in developing technical specifications for the design or purchase of communications equipment including fiber optic systems, high-speed cable, voice/data switches and routers, and related equipment. Evaluate communications products.
    • Assists with building projects including horizontal cabling, communications needs, underground assets, and permitting.
    • Configure, manage, and troubleshoot network environments within VMware, with a focus on VMware NSX for virtualized networking.
    • Collaborate with security team to implement NSX policies that meet organizational standards.
    • Maintains contact with vendors to obtain information on product changes and new products. Call vendors for status reports on purchases.
    • Interfaces with users, consultants, technical teams and vendors for maximum guidance in determining the most appropriate selection of network technology and/or services for meeting business needs regarding new constructions, LAN design, and system software selection and integration.
    • Evaluates and makes recommendations relating to network and system security.
    • Performs hardware, software and network installation and maintenance tasks as required.
    • Prepares and maintains documentation that is current and accurately reflects the network architecture, components and software revision levels as appropriate.
    • Develops and monitors appropriate performance metrics to detect and correct network performance deficiencies.
    • Identifies improvement opportunities, such as tools, processes, procedures, installation, configuration and troubleshooting techniques.
    • Provides on-call support during non-business hours.
    • Performs other duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience:

    Bachelor’s Degree in Information Technology or Computer Science or four (4) years directly related experience, including experience in the design, installation, and maintenance of telecommunications, networks, IP addressing, and VOIP; OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • City policies and procedures.
    • LAN/WAN systems, converged voice and data network, and applications.
    • Enterprise-wide project management principles
    • Needs assessment methodologies.
    • Networking principles.
    • Multiple computer operating systems.
    • Analytical methods.
    • TCP/IP, GRE, IPSec, HSRP, and SNMP protocols.
    • Data and telecommunication and converged network architectures
    • Switching technologies, WAN, LAN.
    • Enterprise/carrier-class routers and switches, Wi-Fi, TCP/IP, VPN
    • Applicable local, state and federal laws, rules, regulations, codes, and/or statutes.
    • Policy and procedure development practices.
    • Research methods.
    • Principles of documentation and records management.
    • Principles and practices of contract management.

    Skill in:
    • Enterprise-grade unified communications
    • Using network software.
    • Developing operational procedures, manuals, and documentation.
    • Project leadership and coordination.
    • Establishing and maintaining effective working relationships with employees, other agencies and departments, contractors, and vendors.
    • Effective oral and written communication.

    Ability to:
    • Work independently managing multiple assigned priorities and tasks maintaining project schedules and deliverables.
    • Envision technology solutions for tactical and strategic objectives.
    • Work effectively with users, technical personnel, and consultants to achieve stated objectives.

    • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
    • Perform needs assessments.
    • Evaluate hardware and software applications.
    • Communicate technical information to a non-technical audience.
    • Install, configure, and troubleshoot technological platforms, systems, and networks.
    • Support an organization with a wireless network infrastructure including wireless broadband, 802.11 (A,B,G,N), access points and mesh networks.
    • Support enterprise sized networks.
    • Utilize databases.
    • Analyze processes, information, and data; make recommendations for improvement.
    • Prepare reports.
    • Develop, evaluate, recommend, and implement processes and procedures.
    • Interpret and apply local, state and federal laws and regulations.
    • Read, comprehend, and review information related to area of assignment.
    • Adapt to rapidly changing environments.
    • Coordinate and execute multiple tasks.


    Additional Information

    Special Requirements: Possession of an Arizona Driver License. Practical experience or certification on Enterprise-grade unified communications. Incumbents in this job class may be required to obtain additional technical certifications. Position is required to complete a criminal background investigation.
    Physical Demands / Work Environment: Standard office environment.
    Reports To: IT Infrastructure Manager
    Work Schedule: Monday - Friday, 7:00am - 4:00pm

    12-Month Goals:
    • Familiarize yourself with City policies and procedures.
    • Join weekly rotation of on-call support.
    • Learn the existing network architecture throughout the City.
    • Complete and stay up to date with Vector LMS and Training, SafePersonnel Edition.
