NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Program Research Specialist Trainee 1, Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 13:
A bachelor's degree*** or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, **mathematics, research methods, or statistics.
**Qualifying mathematics courses will include actuarial science, finance, and mathematics.
NOTE: If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications in your application and at your interview.
The advanced placement qualifications are:
Program Research Specialist Trainee 2, NS EQ SG 14:
Either 1. A bachelor's degree*** or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, actuarial science, finance, mathematics, research methods, or statistics AND one (1) year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
OR
2. A master's degree*** or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, actuarial science, finance, mathematics, research methods, or statistics.
Program Research Specialist 1, SG 18:
Either 1. A bachelor's degree*** or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, actuarial science, finance, mathematics, research methods, or statistics AND two (2) years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
OR
2. A master's degree*** or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, actuarial science, finance, mathematics, research methods, or statistics AND one (1) year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Program Research Specialist 1/Trainee 1/2; if you have less than one year, you must be reachable on the current Program Research Specialist 1/Trainee 1/2 eligible list for this location.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 11 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description
The NYS Office of Parks, Recreation, and Historic Preservation (OPRHP) collects over 18,000 individual electric, natural gas, propane, and #2 fuel oil data points per year from thousands of facilities spread across 200+ parks and historic properties. OPRHP’S Energy Bureau collects, manages, and reports on multiple energy efficiency, renewable energy, and EV charging station programs included as part of Executive Order 22 (EO 22), including solar generation and maintenance data from over 50 solar arrays and EV charging data at over 80 EV charging stations. These numbers are expected to continue increasing in the coming years to meet the bureau’s goals.
As a Program Research Specialist 1/Trainee 1/2 at the NYS Office of Parks, Recreation and Historic Preservation (OPRHP), the duties of this position will include but are not limited to the following:
• plan studies, collect, analyze, and summarize energy data;
• interpret and report findings on current or proposed energy efficiency, renewable energy, or EV charging station programs, policies, and legislation;
• assess visual and written options for presenting data and information to multiple audiences;
• track progress in achieving energy and climate objectives;
• create and maintain a database of annual utility data to be used for multiple OPRHP programs;
• identify weaknesses in analytical programs and database management products and make recommendations for modifications;
• provide advice and consultation to OPRHP management and staff on program operations.

Preferred Qualifications:
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Proficient in Microsoft Access and Office (Word, Excel, Outlook, and Power Point).
• Proficient in Internet and library research skills.
• Ability to communicate effectively and in a positive manner with staff and the public.
• Related coursework, fieldwork, or professional experience in energy audits, building HVAC systems, electric vehicles (EVs), EV charging stations, and/or renewable energy.
Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate
a motor vehicle in New York State as a term and condition of employment.
• Candidate must be able to travel if needed.
Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Program Research Specialist Trainee 1, Program Research Specialist Trainee 2, or the Program Research Specialist 1 titles. Included below is a breakdown of the salary at each level of the traineeship.
Program Research Specialist Trainee 1, SG-13 - $49,363-$63,169
Program Research Specialist Trainee 2, SG-14 - $52,198 - $66,634
Program Research Specialist 1, SG-18 - $65,001- $82,656
This position may require a background check prior to appointment.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
