OPEN TO THE PUBLIC This recruitment will establish an open eligible list that will be used to fill current and future Data Entry Supervisor II opportunities. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENT
The
County of Orange , Registrar of Voters , a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.8 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California, and local jurisdictions. The Registrar of Voters' staff includes 56 full-time employees and numerous extra-help employees who support various election-related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

THE OPPORTUNITY The Voter Database Assistant Lead (Data Entry Supervisor II) will be expected to supervise staff including Data Entry Specialists and Data Entry Technicians, and perform other duties as assigned. The job involves a heavy workload and working long hours, including nights and weekends; especially during election time, which is 60 days before the election to 30 days after. Typical duties include, but are not limited to the following:
- Ensuring staff is following policies and procedures related to voter list maintenance.
- Organizing workloads to meet deadlines.
- Obtaining technical knowledge including the Election Management System and the statewide voter database.
- Assisting in creating/updating training documentation related to the voter database.
- Performing voter database list maintenance including synchronizing with the statewide voter database.
- Processing and fulfilling voter data requests for customers.
- Verifying signatures for petitions and returned vote-by-mail ballots.
- Interfacing with voters, observers, and customers.
- Assisting other units at ROV to provide voter assistance.
- Evaluating staff performance and addressing staff performance problems.
- Planning work and setting priorities for work.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIESIn addition to the minimum qualifications, the ideal candidate will have at least 6 months of supervisory experience. Experience in data entry for elections is preferred, though not required. The ideal candidate will demonstrate the following core competencies:
Technical Knowledge | Technical Experience - Ability to learn and apply Federal, state, and local legislation, policies, regulations, and issues that pertain to voter registration.
- Ability to track the status of data entry activities that pertain to meeting deadlines.
- Ability to develop procedures for data entry activities that ensure they are compliant with election laws.
- Ability to test data entry activities on voter registration systems to ensure accuracy and compliance with election laws.
Leadership | Supervisory Skills - Delegating assignments and coaching team members to achieve performance and productivity standards.
- Guiding team by troubleshooting and resolving program or work unit issues.
- Managing conflict and building high-performance teams.
- Providing supervision of data entry professionals including conducting performance evaluations.
Verbal Communication | Written Communication - Demonstrating strong customer service skills including responsiveness, active listening, attention to detail, collaboration, adaptability, and conflict resolution.
- Demonstrating the principles of writing and grammar, including correct spelling and proper word usage, punctuation, and sentence structure.
- Communicating clearly and concisely both verbally and in written communication.
