    This is a Non-Perm, Part-Time position.

    CURRENT VACANCY : The Accounting Division of the Finance Department is searching for an administrative specialist to assist with a wide variety of highly complex finance/accounting duties in support of Accounting Division operations including, but not limited to, specialized departmental projects and coordination of various complex administrative support functions. This is a part-time position, with typical hours between 8:00 am and 5:00 pm Monday-Friday. The IDEAL CANDIDATE has strong communication skills and interpersonal skills, works well in a busy environment, and various office software applications and finance/accounting functions. Some familiarity with fiscal year closing reports and Annual Comprehensive Financial Report (ACFR) is preferred.

    Note : This recruitment may close at any time, and will close when the hiring manager determines that enough qualified applications have been received.

    Temporary/part-time employment is restricted to 1,000 hours within a 12-month period (July 1 - June 30) and does not qualify to receive City benefits, except those required by law. The City does not belong to the Social Security system. However, enrollment in an alternative retirement program is mandatory which requires an employee contribution of 7½% of base earnings to the Public Agency Retirement System (PARS). There are no rights to employment and employment may end with or without cause or advance notice. Further restrictions apply to CalPERS Retired Annuitants.

    Examples of Essential Duties

    The position involves a wide variety of highly complex and administrative duties in support of the Finance Department operations including, but not limited to, complex analysis and research, specialized departmental project and activity development, and coordination of various administrative support functions. The position coordinates and performs a variety of technical accounting duties such as bank reconciliation, general ledger maintenance, assistance with financial reporting, and other duties as assigned under general supervision.

    Position includes operation of a variety of office equipment including computer keyboard, printer, calculator, copier, facsimile or scanning machine; may perform some of the more complex specific functional duties relative to teh area of assignment; performs related duties and responsibilities as required.

    These duties have been provided as examples of essential types of work performed by a Department Services Specialist I-Finance Department. The City, at its discretion, may add, modify, change or rescind work assignments as needed.

    Minimum Qualifications

    Knowledge of: Modern office procedures, methods, computer equipment, hardware and software; methods and techniques of proper telephone etiquette; strong writing skills including English usage, spelling, grammar, and punctuation; complex mathematical and statistical financial principles; accounting principles and practices, and complex Excel skills.

    Ability to: Learn to correctly interpret and apply City policies and procedures; perform complex administrative work including preparation of executive summaries, conduct specialized departmental projects, maintain files and compile information for reports; type and/or enter data at a speed necessary for successful job performance; operate and use modern office equipment including computers; learn to use various software packages including Microsoft Office Suite (Word, Excel, Outlook, PowerPoint); participate in webinars and conference calls, communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; deliver quality customer service.

    Education and Experience: Bachelor's degree with directly related professional level experience. Degree major in business, economics, finance, or a related field is preferred.

    SPECIAL CONDITIONS

    Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all Huntington Beach city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

    The SALARY RANGE is composed of seven steps. Merit step increases are based on satisfactory performance.

    PROMOTIONS within the City are based upon the merit system principles emphasizing individual ability and utilizing competitive examinations.

    The City is centrally located to all major attractions in Orange County including the Disney Resorts, the Orange County Performing Arts Center and Repertory Theater, and the Long Beach Aquarium of the Pacific. The City is home to the International Surfing Museum, the Surfing Walk of Fame, Bolsa Chica Ecological Reserve, Huntington Harbour and the Huntington Beach Art Center. Huntington Beach draws some of the largest crowds in the world to such professional sporting events as the U.S. Open of Surfing, Van’s World Championship of Skateboarding and AVP Pro Beach Volleyball.

    There are 35 elementary schools, five public high schools and one community college (Golden West College) located within Huntington Beach. The City has a world-class library located within the 365-acre Central Park as well as four additional branch libraries. In addition, Orange Coast College; the University of California, Irvine; and California State Universities at Long Beach and Fullerton are located in close proximity.

    There are over 117,000 households within a five-mile radius of the Huntington Beach Civic Center. The average family household income is $122,851, ranking one of the highest in the nation based on the top 100 largest cities in the country.

    THE CITY GOVERNMENT

    Founded in the late 1880s, Huntington Beach was incorporated as a Charter City in 1909. Huntington Beach has a City Council/ City Manager form of government. The City Council has seven members who are elected at large, on a non-partisan basis, to four-year overlapping terms. City Council members are limited to two consecutive 4-year terms. There are three elected department heads - the City Attorney, City Clerk and City Treasurer. The position of Mayor is filled on a rotating basis.

    The City of Huntington Beach is organized into 13 major departments including City Treasurer, City Clerk, City Attorney, City Manager, Community Development, Community Services, Finance, Fire, Human Resources, Information Services, Library Services, Police, and Public Works.
