    DEFINITION
    Assists in managing the Sheriff Department's educational and developmental training programs.
    CLASSIFICATION STANDARDS
    Positions allocable to this class work under the administrative and technical direction of a Lieutenant, Captain, Director, or higher-level manager. Incumbents are responsible for developing, overseeing and/or administering various types of educational and training development policies, programs, partnerships, and other related training matters; assisting managers with technical research, writing, and planning; and providing technical expertise as part of the department's ongoing development, implementation, and evaluation of its training programs. Incumbents must have strong written and verbal communication skills and exercise knowledge and understanding of cultural, ethnic, and other areas of diversity.

    Essential Job Functions

    O versees the inmate programs including education, life skills, etc. by continuously reviewing and monitoring service providers and staff program implementations and data in order to ensure departmental goals, strategies, program directives, concepts, and purpose are understood and consistently applied.

    Evaluates inmate programs including education, life skills, etc. by gathering information/data provide by 3rd party service providers; gathering inmate/participant feedback; gathering and reviewing data; etc. in order to determine: if there is an improvement in test scores; contract compliance; if there is an increase/decrease in participation numbers; whether the programs meet the objectives and to recommend and/or implement improvements to the programs.

    Evaluates staff programs including Moral Reconation Therapy (MRT), Seeking Safety, etc. by gathering and reviewing information/data provided by 3rd party researchers in order to determine whether: to adopt a program; the programs meet the department’s objectives; to recommend and/or implement improvements to the programs; the program is considered evidence based or best practice.

    Develops inmate training programs by conferring with Sheriff management and staff as to the most appropriate training content; consulting with subject matter experts; designing the training curriculum; identifying, developing, organizing, and sequencing the subject matter to be taught; creating the training materials (e.g., syllabus, trainer’s guide, handouts, electronic presentations, training manuals, etc.); purchasing content from 3rd party vendors; and determining the most appropriate instructional techniques in accordance with effective training and development principles in order for staff to implement quality training programs that increase inmate well-being and self-awareness.

    Establishes and maintains a professional working relationship by acting as a liaison with community organizations, educational institutions, departmental management, and other stakeholders in order to accomplish a specific program's mission and objectives; meets with program stakeholders to obtain feedback to identify and address mutual goals.

    Creates internal and public program presentations and informational materials by producing documents and publications in order to raise awareness, increase marketing and outreach activities, and increase community awareness of programs.

    Prepares a variety of documents related to inmate programs (e.g., memorandums, statistical reports, historical documents, etc.) by using a personal computer and appropriate software programs (e.g., Microsoft Office Suite, Adobe, etc.) in order to communicate and disseminate pertinent information to relevant parties.

    Maintains records related to programs (e.g., attendance records, program proposals, program materials, program resources, reference materials, etc.) by organizing hardcopy data using a manual filing system and electronic data using a computerized system in order to facilitate the development, implementation, evaluation of programs, etc.

    Stays current with knowledge related to correctional services (e.g., changes in Federal, State, or local laws and regulations; changes in Department policies and procedures; developments in best program practices; developments in emergent multimedia technology; etc.) by attending professional conferences, workshops, seminars, and reviewing information obtained from correctional associations; monitoring legislative updates; etc. in order to comply with regulatory laws and correctional standards.

    Requirements

    SELECTION REQUIREMENTS:

    OPTION I: A Ph.D. or other doctoral degree* from an accredited college or university with specialization in a field of Education, Criminal Justice, Public Health, Behavioral Science, Social Science, or a related field -AND- one year of post-doctoral research experience, including responsibility for the design, evaluation, and implementation of a research project in education, criminal justice, public health, behavioral science, social science or a related field.

    OPTION II: A Master's degree* from an accredited college or university in a field of Education, Criminal Justice, Public Health, Behavioral Science, Social Science, or a related field -AND- five (5) years of relevant work experience in the field of study.

    ALL APPLICANTS MUST MEET THE EDUCATION REQUIREMENTS BY OCTOBER 17, 2024, IN ORDER TO BE CONSIDERED FOR THIS EXAMINATION.

    LICENSE:

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions .
    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION
    *In order to receive credit for the required degree, you MUST include a legible copy of the official degree, official transcripts, or official letter from the accredited institution which shows the area of specialization with your application at the time of filing, or within seven (7) calendar days from the date of filing your online application.     SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait twelve (12) months from the date of the disqualification in order to reapply.

    EXAMINATION CONTENT
    This examination will consist of two (2) parts:

    Part I
    A structured interview assessing adaptability/flexibility, interpersonal skills, ethics, continual learning, customer service, conscientiousness, initiative, and oral communication weighted 60%.

    ONLY THOSE CANDIDATES WHO ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON PART I WILL PROCEED TO PART II.

    Part II
    A multiple choice and/or simulation assessment assessing General Knowledge of Developing and Delivering Training Programs, Training Delivery, Design Strategy, Characteristics of Instructional Design weighted 40%.

    THE MULTIPLE-CHOICE TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

    VETERAN'S CREDIT
    If you served in the miliary and were honorably discharged, you may qualify for Veteran’s Credit. To receive this credit, please include a copy of your DD214 Form issued by the branch of service with your application for review.

    ELIGIBILITY INFORMATION
    The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months from the date of promulgation.

    SPECIAL INFORMATION

    SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH. Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.

    ZERO TOLERANCE POLICY IF HIRED
    The Los Angeles County Sheriff's Department (Department) has a "zero tolerance" policy for its employees for the following:
    • use of narcotics, controlled substances, and/or prescription drugs without a prescription.
    Any employee found in violation of this policy will be subject to discharge.
