    LA County Library serves 3.4 million residents across 3,000 square miles through its 86 libraries, 4 Cultural Resource Centers, and mobile fleet of 15 vehicles, including 4 Bookmobiles, 6 MakMo's (maker mobiles), 3 Reading Machines (early literacy vehicles), and 2 mobile outreach vehicles.

    The Position:
    Has immediate charge of a Group I level community library or directs and coordinates department-wide specialized reference services.Positions allocable to this class work under the general supervision of an Assistant Library Administrator and either: 1) have immediate charge of a Group I level community library including the supervision of specialized professional as well as professional, paraprofessional, and clerical staff; 2) direct and coordinate the work of the department-wide highly specialized reference services, which include the ethnic resource centers and other special resource collections. Incumbents in this class must demonstrate awareness of local community trends and issues impacting the Library and exercise a full-professional knowledge of the theories, principles, and techniques of librarianship with the ability to impart this knowledge to others. Incumbents must also be able to make presentations and provide individual and group instruction and use current technology to perform librarian duties. In addition, incumbents exercise knowledge of the principles of supervision, terms and conditions of applicable Memoranda of Understanding, and departmental policies, rules, library locations, and services. As essential functions of the position, incumbents may be required to bend, stoop, squat, twist, reach, work on irregular surfaces, lift objects of moderate weight, and stand or walk for long periods of time.

    Essential Job Functions

    Essential duties include, but are not limited to:
    Manage daily operations of one or more Group I level community library which includes the supervision of assigned library personnel; plan and deliver client-centered library programs and services; ensure personnel and customer compliance of all established library policies and procedures; serve as a liaison with local officials, groups, and agencies; coordinate the activities of volunteer groups; monitor the condition of the facility and report problems to the appropriate department; and may act in the absence of the Assistant Library Administrator.

    Promote library services to the community through outreach and proactive engagement; develop and maintain relationships with community providers, organizations, agencies, schools, and community groups on all matters concerning library services, policies, and procedures.

    Manage department-wide highly specialized reference services and programs for diverse populations and communities (e.g., American Indian, Asian Pacific, Black, and Chicano, etc.) and other specialized collections (e.g., Business Subject Specialty, Consumer Health Information Program Services, California, and the Library historical archives).

    Collaborate with staff in the development, evaluation, and implementation of special reference programs and services; develops and implements reference training for library staff.

    Participate in the selection of the department's various reference material and online databases for research purposes and collection weeding projects.

    Develop library marketing plans to promote department programs, services, and community activities utilizing newsletters and social media.

    Research grant prospects: write, submit, and manage grant proposals to acquire funding; and assist in coordinating activities for grant programs, as needed.

    Maintain records and prepare reports, as directed.

    Participate in committees and special projects.

    Participate in the development of training programs.

    Requirements

    MINIMUM REQUIREMENTS:
    There are two options to qualify for this position:

    Option I: A Master of Library Science degree from an accredited college or university* AND one (1) year of experience at the level of Los Angeles County's class of Librarian IV** in charge of a Group II*** level or equivalent size community library**** or coordinating specialized library programs within a region.

    Option II: A Master of Library Science degree from an accredited college or university* AND two (2) years of experience at the level of Los Angeles County's class of Librarian III***** in charge of a Group III*** level or equivalent size community library**** or supervising staff performing specialized library work.

    LICENSE(S) REQUIRED: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS III - Moderate: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    **In the service of Los Angeles County, a Librarian IV is defined as having immediate charge of a Group II level community library or coordinates a regional specialized library service or department-wide special service program; or performs highly specialized work evaluating and selecting materials for the department's collection; or directs the performance of difficult Technical Services support functions. For a full description of LA County's Librarian IV classification, refer to class specification 8337 .

    ***Libraries are categorized into Group I, II, III or IV, according to a Library Grouping System (LGS). The LGS is based on statistical information for each library using the following major operational factors: Circulation, Information/Reference, Full-time staffing, Gate Count, and square footage.

    • Group I - Libraries with a ranking total of up to245 and ranked 20 or higher in all five of the major operational factors.
    • Group II - Libraries with a ranking total up to246 to 400 and ranked 35 or above in at least 3 of the major operational factors.
    • Group III - Libraries with a ranking total of 401 to 700 and ranked 60 or above in at least 3 of the major operational factors.
    • Group IV - Libraries with a ranking total of 701 to 1018 and ranked between 61 and 84 in at least 3 of the major operational factors.
    ****Community Library is defined as a public library established under state enabling laws or regulations to serve the community, district, or region, and provides at least the following:

    • An organized collection of printed or other library materials, or a combination thereof.
    • Paid staff.
    • An established schedule in which services of the staff are available to the public.
    • The facilities necessary to support such a collection, staff, and schedule, and is supported in whole or in part with public funds.
    *****In the service of Los Angeles County, a Librarian III is defined as having immediate charge of a Group III level community library or performs more difficult and specialized library work. For a full description of LA County's Librarian III classification, refer to class specification 8336 .

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of an oral interview, weighted 100%. The oral interview will assess knowledge and understanding of the position, leadership, problem solving, adaptability and oral communication skills.

    Candidates must meet the requirements and achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing grade on the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

    SPECIAL INFORMATION
    No person may compete in this examination more than once every twelve (12) months.

    Vacancy Information: The resulting eligible register for this examination will be used to fill vacancies in libraries throughout the County of Los Angeles.

    Available Shift: Appointees will be required to work any shift, including evenings, nights, and weekends.
