    Description

    Directs and performs complex transportation planning and infrastructure development analysis and review tasks, including a variety of professional support work in the administration and management of complex transportation related projects and programs.
    This is a standalone position classification in the Traffic Engineering Section of the Engineering Division of the Public Works Agency. This classification is responsible for performing transportation planning and infrastructure research, analysis, reviews, grant planning, and related duties, in coordination with vendors, outside agencies, City staff, and the public.
    Currently, Public Works Engineering Services Division has one (1) vacancy in the Traffic Program Department.

    Essential Functions Include But Are Not Limited To

    • Assists with the administration of transportation planning programs, projects, and work activities.
    • Reviews traffic studies and Environmental Impact Reports for land development projects.
    • Reviews traffic impact analyses for development and capital improvement projects in adjacent cities.
    • Develops, monitors, tracks, implements, and provides technical analysis for citywide transportation planning documents.
    • Conducts research, collects data, analyzes data, and provides findings; writes transportation and private development reports; presents report findings to City Council, the Planning Commission, City departments, and the public; and maintains related records.
    • Manages the preparation of Project Study Reports and California Environmental Quality Act (CEQA) analysis for capacity improvement projects and safety improvement studies.
    • Assigns, monitors, and reviews the work of professional and technical employees in a supervisory capacity.
    • Prepares and administers requests for proposals, and negotiates contracts for transportation studies; participates in vendor selection processes; assists in the submission of reports required for City Council approval; and administers and tracks approved contracts.
    • Participates in the development and implementation of goals, objectives, priorities, policies, procedures, and funding strategies for transportation planning and projects.
    • Assists in the preparation and monitoring of project budgets; prepares development impact fee studies related to transportation.
    • Assists with grant preparation.
    • Represents the City on countywide and regional projects and programs affecting the City; coordinates with outside agencies, including the Southern California Association of Governments (SCAG), Orange County Transportation Authority (OCTA), Metrolink, and California Department of Transportation (Caltrans).
    • Coordinates with the City’s Planning and Building Department and OCTA to develop Transportation Analysis Zones (TAZ) for countywide traffic modeling.
    • Prepares and makes presentations to City Council, outside agencies, and the public.
    • Compiles, analyzes, and monitors transportation-related legislation and industry trends.
    • Performs other duties as assigned.


    Minimum Qualifications

    Three (3) years of progressively responsible professional work experience in transportation planning, including one (1) year in a lead or supervisory capacity. Bachelor’s degree from an accredited college or university with major course work in engineering, transportation planning, or a related field.
    Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the knowledge, skills, and abilities listed below. KNOWLEDGE, SKILLS, AND ABILITIES
    • Knowledge of: pertinent federal, state, and local public sector laws, codes, and regulations, including those pertaining to transportation planning; public administration; modern principles, practices, and techniques of transportation planning; fundamentals of traffic engineering, land use planning and site plan review; applicable air quality and environmental laws and regulations; statutes controlling general plans; principles and practices of subdivision design; research methods and techniques to survey, collect, and analyze data related to public infrastructure, finance, and development; principles and practices of supervision; principles and practices of project management, and contract and grant administration; complex mathematical calculations and statistical methods; principles and practices of business letter writing and report preparation; proper English usage, grammar, and punctuation; record management; and principles of communication and public speaking;.
    • Skill in: the use of personal computers and business software applications, including Microsoft Word, PowerPoint, Outlook, and Excel; the operation of modern office equipment.
    • Ability to: collect and analyze data and information and make sound recommendations; read and interpret laws and regulations, and apply them appropriately to specific cases; read and evaluate development plans and specifications, and recommend changes to comply with specific statute, code, and/or environmental requirements; participate in the preparation and administration of grants; perform complex mathematical and statistical calculations; communicate clearly and concisely, both orally and in writing; prepare comprehensive written reports; maintain accurate written records; prepare and deliver effective oral presentations to City Council, the Planning Commission, and citizen groups; provide effective supervision to subordinate staff; organize assignments and meet deadlines; and establish and maintain effective working relationships with developers, contractors, architects, engineers, City employees, the public, and those contacted in the scope of work.
    SPECIAL REQUIREMENTS
    • Possession and retention of an appropriate and valid driver’s license is a condition of continued employment.
    SUPERVISION RECEIVED AND EXERCISED
    • Receives general direction from management staff.
    • Exercises various levels of supervision over professional and technical support staff.
    WORKING CONDITIONS
    • Environmental Conditions: Work is generally performed in standard office and, occasionally, field and construction settings. Occasional travel to different sites is required. May work on various types of surfaces, including slippery or uneven surfaces and rough terrain. Incumbents may be exposed to fumes, odors and smells, loud and noisy conditions, indoor and outdoor lighting, dirt and dust, wind and pollen, and variable weather conditions.
    • Physical Conditions: Primary functions require sufficient physical ability and mobility to work in office, field, and construction settings; operate motor vehicles; stand or sit for prolonged periods of time; frequently walk; occasionally climb, stoop, bend, kneel, squat, reach, and twist; lift and carry up to twenty (20) pounds; push and/or pull light to moderate amounts of weight; have dexterity of hands to grasp and manipulate objects; operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; utilize sight, hearing, speaking, reading, writing, and math ability to exchange information; see with normal vision and visual range, with or without correction; and hear in the normal audio range, with or without correction.
