    Position Description

    This position will provide clerical and administrative support to the Risk Management Division in the processing of claims, collection of data, generation of reports, etc.

    Work Location
    This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

    The City of Minneapolis does not sponsor applicants for work visas.

    Job Duties and Responsibilities

    • Process claims by entering information into the proper claims database
    • Prepare a hardcopy; create a file including copies of relevant statements.
    • Send original tort claim to the outside investigator.
    • Retrieve or request information form from Hennepin County Vibes Suspect in Process Program (SIPP) and Police Reports from the Minneapolis Police Department if appropriate (Position requires security to use these databases).
    • For all workers' compensation claims entered send information to up to 24 parties per state law and in compliance with governing contracts.
    • File State forms for workers' compensation with the Minnesota Department of Labor and Industry.
    • Request information from medical providers if appropriate.
    • Maintain the hardcopy files filing all incoming correspondence.
    • Provide information to public regarding tort claims process and procedures in accordance with statutory guidelines
    • Maintain a calendar and coordinate witnesses for the staff (tort) claims committee meetings, City Council Claims Committee meetings, and small claims court hearings as required.
    • Prepare and distribute claims and related materials to appropriate attendees.
    • Send out correspondence to claimants regarding claim status.
    • Obtain signed releases for payments and for small claims court legal releases.
    • Process claims payments by posting and billing them to the proper departments using the automated financial system and make appropriate entries into relevant claims database.
    • Coordinate the worker's compensation payroll, including calculating and authorizing rate and cost of living increases, requesting checks, positing accounts, mailing checks, removing employees from the payroll, reviewing Stipulations of Settlement and requesting payments per Award.
    • Prepare and process requests and reports to the State for reimbursements and semiannual fund assessments.
    • Review and may assist in preparing reports for various City Departments and contractors.
    • Authorize payments for medical services (under a specified amount).
    • Provide administrative and clerical support for the annual report.
    • Prepare, archive and batch database and hardcopy files for storage in archives.
    • Order supplies for the Risk Management Division.
    • Monitor and arrange for fax and copy machine maintenance.

    Required Qualifications

    Minimum Qualifications
    High School Diploma or equivalent.

    Minimum Experience
    Two years of clerical experience; some experience in workers' compensation claims or related claims processing desirable

    Equivalency
    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

    Selection Process
    The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    Background Check
    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

    Background Check (Police)
    The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

    Drug and Alcohol Testing
    All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

    Union Representation
    This position is represented by a collective bargaining agreement between the City of Minneapolis and the American Federation of State, County, and Municipal Employees (AFSCME ).

    Eligible List Statement
    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

    Interview Selection
    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

    Knowledge, Skills and Abilities

    • Ability to use computers including automated accounting and payroll systems, word processing, spread sheets, and database applications.
    • Good written and verbal communications skills.
    • Knowledge of current workers' compensation laws desirable.
    • Some knowledge of the history of the workers' compensation law.
    • Broad knowledge of general office procedure.
    • Knowledge of medical and legal terminology.
    • Knowledge the City's process for handling liability claims.
