    Introduction

    T HIS IS A PROMOTIONAL EXAM - YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

    Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by Friday, October 18, 2024. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

    DESCRIPTION

    ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE

    The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for its law enforcement services, its Regional Training Center, and its Dispatch Unit; the American Society of Crime Laboratory Directors Laboratory Accreditation Board for its Crime Lab; the Bomb Squad Commanders Advisory Board for its Explosive Ordinance Unit. Additionally, the agency's health care provider, Wellpath, has experience working with the National Commission on Correctional Health Care (NCCHC).

    The Sheriff's Office has a current budget of approximately $600 million and has over 1700 authorized positions, including in excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff / Coroner Yesenia L. Sanchez, who is assisted in the operation of the agency by Undersheriff April Luckett-Fahimi, Assistant Sheriffs Emmanuel Christy and Daniel McNaughton.

    The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

    • Providing security to the Consolidated Superior Courts
    • Operating the Coroner’s Bureau
    • Operating a full-service criminalistics laboratory
    • Performing Civil Process
    • Operating the County Jail (Santa Rita)
    • Operating the County Office of Emergency Services
    • Providing patrol and investigative services to the unincorporated areas of Alameda County
    • Pursuant to contractual agreements, providing patrol and investigative services to the City of Dublin, Oakland International Airport, Highland County Hospital, Social Services, and to the Alameda-Contra Costa Transit District
    • Conducting a basic academy pursuant to Police Officer Standards and Training (P.O.S.T.) requirements. [ Sheriff's Academy website ]

    • Serving as the Executive Director of the Sexual Assault Felony Enforcement (SAFE) Task Force

    T HE POSITION

    The CORE & Re-Entry System of Care Director is a single-position classification in ACSO that reports to a Division Commander. Under general direction, the position plans, organizes, and directs the forensic behavioral health services across systems of care in the Alameda County Sheriff’s Office (ACSO); coordinates and evaluates mental health services to ensure compliance with Board of State and Community Corrections (BSCC), clinical legislative mandates, State and Federal rules, regulations and administrative standards; serves as the administrator of treatment and rehabilitation services and programs for incarcerated and formerly incarcerated adults and the community; and performs other related duties as required.

    MINIMUM QUALIFICATIONS

    EITHER I

    Experience :

    Three (3) years of full-time experience in the Alameda County Classification of CORE Clinical Manager;

    OR II

    Education :

    Possession of a Master’s degree from an accredited college or university in Marriage and Family Therapy Counseling, Marital and Family Therapy, Psychology, Clinical Psychology, Counseling Psychology, Counseling with an emphasis on Marriage, Family and Child Counseling, or a Master’s degree in Nursing or Social Work with an emphasis on Clinical Social Work, or an equivalent degree that meets requirements set by the California Board of Behavioral Sciences for a Marriage and Family Therapist license.

    AND

    Experience :

    The equivalent of five (5) years of full-time, administrative/management post-graduate experience in community organization, planning and evaluation, budget, fiscal, and personnel management in a community mental health, or medical setting providing services to emotionally disturbed adults and their families. At least two (2) years of which must be in a Law Enforcement and/or Correctional setting.

    License :

    Possession of a valid clinical license in Marriage Family Therapy (LMFT), Licensed Clinical Social Work (LCSW), Clinical Psychology, or Licensed Professional Clinical Counselor (LPCC), issued by the applicable licensing authority: California Board of Behavioral Sciences or California Board of Psychology.

    Special Requirements :

    • Prior to appointment to this class, prospective appointees must pass a comprehensive background investigation conducted by the Alameda County Sheriff’s Office.
    • Must have valid CA clinical license by date of appointment.
    • All candidates must possess a valid California State Motor Vehicle driver’s license.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :

    • Administrative principles, practices, and techniques of county, state, and federal forensic behavioral health and integrated systems and their regulations.
    • Clinical standards of practice and licensure requirements for clinical staff.
    • Federal, State, and local regulations as they relate to behavioral health care services.
    • Current Evidenced-Based Practices and clinical interventions effective in reducing recidivism.
    • Current Re-entry Practices to effectively serve incarcerated and formerly incarcerated populations and reduce recidivism.
    • Current Law Enforcement policies, practices, and legal mandates preferred.
    • Current Correctional policies, practices, and legal mandates preferred.
    • Current principles, practices, and trends in the behavioral health field.
    • Principles and practices of governmental budgeting, grants management and contracts administration.
    • Personnel management, training, and supervision.
    • Community resources and organizations related to mental health services and primary care.
    • Effective management practices in behavioral health care systems.
    • Methods of effective community engagement and their role in managing mental health treatment and prevention programs.


    Ability to :

    • Work independently, and collaboratively with multidisciplinary teams, community resources, and organizations.
    • Communicate effectively both orally and in writing.


    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

    2)A review of candidates’ supplemental questionnaires to select the best qualified applicants to continue in the process.

    3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars."
