    The MO HealthNet Division has an opening for a Senior Program Specialist (System Modifications Supervisor) within the Information Services Business Systems Unit located in Cole County.

    Semi-monthly salary: $2,818.19

    Job Location: This position is located at the Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

This is a responsible and independent position that will be responsible for coordinating system changes needed for ongoing maintenance and operations of the Medicaid Management Information Services (MMIS) system related functions between vendor and policy staff.

    • Serve as a Change Request and Project Coordinator:
    • Facilitate change request and project requirement gathering, design, testing, and implementation;
    • Facilitate work group meetings, record meeting minutes, monitor and complete (as assigned) action items, report project status, key risks, and issues to leadership and facilitate decision making and resolution of issues.
    • Supervise five Program Specialists who primarily work with policy and vendor staff to coordinate system changes needed for ongoing maintenance and operations of the MMIS.
    • Work independently meeting with management to discuss direction of projects and/or receive general administrative direction.
    • Learn and adhere to agency administrative policies and procedures.
    • Acquire and maintain a thorough knowledge of available resources for research.
    • Acquire and maintain a thorough knowledge of all contracts managed by the Information Services Business Systems Unit.
    • Effectively communicate findings and resolution with division and vendor staff.
    • Attend and actively participate in required meetings.
    • Assist supervisor and with special projects as assigned.


    Minimum Qualifications:

    Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

    Preferred Qualifications:

    • Working knowledge of project management principles and best practices is desirable.
    • Working knowledge of principles and approaches to managing system development and implementation projects.
    • Working knowledge of the agency’s functions and their interrelationships.
    • Expert ability to coordinate projects involving multiple organizations and/or groups.
    • Expert written and oral communication skills.
    • Expert ability to establish and maintain effective working relationships with stakeholders from all levels within multiple public and private organizations.
    • Ability to effectively identify, document, communicate, monitor, and resolve project risks and issues.
    • Training, certification, and/or education in leadership and continuous process improvement programs (e.g. Lean Six Sigma) is preferred.
