  • Job Description

    Description

    Enhances Metro's capability to respond and recover from major disasters by planning, developing, and assessing emergency preparedness processes and activities which ensure agency readiness and preparedness for any and all hazards or incidents.

    Examples of Duties

    • Conducts analyses to identify, minimize, or eliminate hazards and threats with a focus on emergency planning and preparedness
    • Executes preparedness activities and provides assistance with issues involving planning and preparation for crisis, disasters, emergencies, and hazards, including natural and manmade/technological (e.g., chemical, biological, or nuclear) incidents
    • Prepares and updates Metro's Emergency Operations, Continuity of Operations, Emergency Site Plans, and other preparedness plans
    • Manages contracts and vendors
    • Identifies procedural or systemic deficiencies and recommends corrective actions based on lessons learned and best practices from Metro and other agencies
    • Develops trainings and exercises
    • Coordinates with Metro operating entities in the planning, conducting, evaluation, and completion of emergency response training and exercises, including after action reports/improvement plans, and facilitates, assists in implementing improvements, and tracks action items to completion as assigned
    • Assists in researching emergency preparedness training program opportunities and seminars that may be available to our agency
    • Provides advice and assistance to Metro staff and stakeholders concerning a variety of issues pertaining to preparedness activities which involve complex and far-reaching threats and hazards requiring agency incident management
    • Coordinates with federal, state, and local agencies to integrate preparedness efforts to achieve the desired level of readiness
    • Maintains a high level of current knowledge on applicable federal, state, and local safety regulations to ensure Metro compliance
    • Assists in coordinating with the Los Angeles City Fire Department on testing and supports the Fire and Life Safety Program
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Emergency Preparedness, Public Administration, or a related field


    Experience
    • Three years of relevant experience in emergency preparedness planning, instruction, and exercise design, development, conduct and evaluation, and homeland security preparedness and risk and vulnerability assessment; some positions in this class may require specialized experience in area of assignment


    Certifications/Licenses/Special Requirements
    • FEMA (Federal Emergency Management Agency) ICS (Incident Command System) training in IS-100, IS-200, IS-700, and IS-800 required
    • Proof of successful completion of the following certificates preferred IS-1, IS-120, IS-130, IS-139, IS-230, IS-235, IS-546, IS-547, and IS-548
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • May be required to wear a uniform
    • Exposure to weather, physical, mechanical, electrical, and chemical hazards
    • May be required to report to work during non-regular business hours for special events and EOC activations


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of emergency preparedness, homeland security preparedness, fire/life safety, training, exercise development, conduct, and evaluation, and emergency preparedness planning
    • Applicable local, state, and federal laws, rules, and regulations, relating to emergency preparedness and fire/life safety, DHS (Department of Homeland Security), local Fire Department Fire, and instruction techniques, principles and practices
    • Project management principles
    • Applicable business software applications


    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Exercising sound judgement in crisis situations
    • Managing contracts for emergency preparedness tasks
    • Establishing and implementing relevant policies and procedures
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro management and employees, as well as representatives from external agencies
    • Networking, relationship building, and negotiating


    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Work well independently and in groups
    • Write, revise, and provide emergency and homeland security preparedness plans under supervision
    • Understand risk and vulnerability assessments for emergency preparedness purposes
    • Develop and conduct training programs
    • Read, write, speak, and understand English
