    The Position

Selected candidates should expect to work out of CCHS facilities in Martinez or Concord.

    Contra Costa Health Services includes a Health Plan, Public Health, Hazardous Materials, Environmental Health, Housing Homeless and Health, Regional Medical Center, Behavioral Health, Emergency Management Services and a full complement of ambulatory care sites including school-based services.

    The Health Services Information Technology Director of Clinical Systems oversees 100+ staff accountable for clinical systems including Contra Costa Health Services’ enterprise Electronic Medical Record (EMR). This position will lead a team of analyst, programmers, specialists and Project Management professionals responsible for the health and delivery of services utilized 24x7x365.

    The clinical systems implemented must align with CCHS’ business objectives and achieve a high level of customer service as well as deliver resilience and agility to ever changing needs and regulations. Ideal candidates are technology evangelists who can communicate effectively with executive leadership. This role also provides leadership, direction, and coordination for many IT governance and compliance areas. Experience creating, implementing, and executing IT policies is required.

    Typical Tasks:
    • Planning implementation of technology strategy and operations, data management, IT operations to improve cost efficiency, service quality, timely delivery, customer satisfaction, and operational effectiveness, and timeliness in regulatory compliance.

    • Supports multiple divisions on time and within budget.

    • Develop business relationships with IT vendors and keeps informed about new technologies and updates to systems.
    • Keep systems up to date with new product releases and enhancements.
    • Stay current with developments in new technologies and platforms.
    • Track developments in Health Care industry to take advantage of innovative new delivery methods and services to address the needs of County.
    • Attend key events and meetings to track new trends.
    • Participate in the development of technology strategies, services, workflows, processes, and establish performance metrics to ensure IT delivers value to the residents of County.
    • Oversee and provides leadership in the development of the technology architecture and standards, application and infrastructure planning, engineering, and deployment to ensure the use of best practices and innovative techniques in delivery of services to the County.
    • Streamline and optimize processes.
    • Lead the assessment and improvement of operational efficiency, service delivery and information management across all lines of business and technology platforms.
    • Develop, coach, mentor, and provide leadership to Health Services IT staff; leads, engages, and motivates teams to reach the highest level of quality and productivity.
    • Establish and maintain effective partnerships, through collaboration and teamwork, to ensure effective use of information technology in support of the business needs.
    • Conducts regular evaluations of the staff members' performance, and counseling staff members regarding their performance and career development consistent with departmental mission and expectations.
    • Ensure staff is up to date and trained with the latest features of systems in production.
    • Participate in the development and administration of department's annual budget, monitoring expenses, making sure all contracts are renewed on time and confirming continued need for such products and services.
    • Advise and make recommendations regarding issues of labor and employee relations in the Department.


    Minimum Qualifications

    Education: Possession of a Bachelor degree from an accredited college or university with a major in computer science, business administration, public administration or a closely related field.

    Experience: Five (5) years of full-time experience or its equivalent in an administrative capacity in a health services agency or program performing programming, systems and procedures, or computer operations work. Two years of the required experience must have included supervisory responsibilities.

    Substitution: Either (1) possession of a Master's degree from an accredited college or university with a major in computer science, business administration, public administration, or a closely related field may be substituted for one year of the required non-supervisory experience; or (2) additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years. No substitution for the required two (2) years of supervisory experience.

    Selection Process
