    General Description and Classification Standards

    Housed within the Mayor’s Office and reporting to the City’s Chief Policy Officer, Courtney English, the Office of the Chief Policy Officer is charged with driving meaningful progress and tangible results on the Administration’s top priorities, in partnership with City departments and external partners. This team utilizes its unique position within City government to address Atlanta’s most pressing equity challenges swiftly, strategically, and proactively. The Office includes teams focused on affordable housing, youth development and education, neighborhood empowerment and place-based change, and strategic partnerships and strategic initiatives.

    The Senior Policy Analyst for Special Projects reports the Director of Special Projects to manage the implementation of economic development activities in the Mayor’s priority neighborhoods and other critical communities throughout the city.

    The position will work closely with other public agencies like Atlanta BeltLine Inc., Invest Atlanta, Metro Atlanta Land Bank, and Atlanta Housing to advance the Mayor’s Agenda. Alongside the Director, the Senior Policy Analyst for Special Projects will serve as a representative of the office in various public meetings and will serve as project lead on food access and other economic-related initiatives for the Office of the Chief Policy Officer.

    This position reports to the Director of Special Projects within the office’s housing team.

    Essential Duties & Responsibilities

    The Senior Policy Analyst for Special Projects will work collaboratively with internal/external stakeholders to achieve the following
    • Assist in the development and implementation of a project aimed at creating 500 quick delivery housing units,
    • Work on strategies and processes to expedite construction and deployment of these units,
    • Support for community engagement activities to create affordable housing on public land,
    • Serve as the project lead for various housing-related projects, overseeing all phases from planning to execution,
    • Balance a diverse portfolio of projects,
    • Communicate complex data and policy concepts in an accessible manner,
    • Design and implement evaluation frameworks to assess the impact and effectiveness of policies and programs,
    • Engage communities and neighborhoods in the design process in a meaningful way that productively informs decisions including presentations, workshops, charrettes, etc.,
    • Organize community engagement meetings and create strategies for future engagement,
    • Regularly design presentations and present relevant information/updates to the team,
    • Document project objectives, strategies, and anticipated impacts to communicate effectively with stakeholders and secure necessary support.

    Analyzes complex challenges and applies sound judgment. Selects from multiple procedures and methods to accomplish tasks. Establishes work methods, timetables, performance standards, etc.

    Leadership Provided

    Routinely provides work group leadership, guidance, and/or training to less experienced staff. May act as team lead on large projects.

    Knowledge, Skills & Abilities

    • Knowledge of urban planning, housing policy, neighborhood development, and economic development principles
    • Knowledge of innovative practices for economic development
    • Ability to adapt to new information, changing circumstances, and evolving priorities
    • Ability to manage complex projects and work with a team to achieve results
    • Strong verbal, written and presentation skills; ability to work collaboratively to arrive at constructive solutions
    • Familiarity with data analysis tools, research methods, and relevant software
    • Strong ability to communicate verbally and in writing
    • Community engagement capabilities
    • Demonstrated creative ability, including urban, architectural, landscape architectural and/or graphic design preferred
    • GIS and database skills
    • Knowledge of graphic design software (i.e. Adobe Creative Suite) preferred
    • Tableau and other data visualization software preferred


    Minimum Qualifications - Education and Experience

    Bachelor’s degree in urban planning, public policy, economics, urban design, public administration, or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).

    2-4 years of progressive project management experience in a related field.

    2-4 years of progressive experience in community development.

    Preferred Education & Experience

    Masters-Degree in Economic/Urban Development OR a social service field with at least two years related experience

    5+ years of progressive project management experience in a related field.

    5+ years of progressive experience in community development.

    Licensures and Certifications

    Valid Georgia driver’s license required.
