    The Position

    Employment Security Division (ESD) Program Specialists participate in statewide program development; interpretation of federal and State laws and regulations; program planning, budgeting, and quality assurance; and training development and presentation for programs related to unemployment insurance benefits, employer unemployment tax contributions, and workforce investment services.

    Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.

    This position is located within the Workforce Innovation Support Services (WISS) office and serves as a member of the unit's contract management team. The incumbent participates in statewide program development; interpretation of Federal and State laws and regulations; contract development and management; budgeting, quality assurance, program and fiscal compliance as well as works closely with the Department's Financial Management section to ensure assigned program expenditures are allowable costs and are within approved or modified budgets. Quality assurance and document editing and management are required. The ideal candidate will have intermediate to advanced skill level in MS office Suite (Word, Excel, PowerPoint, etc.); excellent skills in editing and proofreading; experience in PDF document remediation; and experience in budget management, program documentation and retention. The incumbent must obtain the Certified Contract Management credentials within the first 6 months of being hired in this position.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, public administration, social sciences or related field and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; applying complex laws and regulations; writing business correspondence, documenting findings and preparing summary reports or recommendations; and analyzing organizational and administrative programs, policies and procedures to evaluate compliance and make recommendations for revision; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as an ESD Program Specialist I in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting.     The presence of Nevada's earliest inhabitants, beginning about 12,400 years ago, is marked by many petroglyphs and archaeological sites. Baskets, decoys, and ingenious traps are evidence of the resourcefulness of these early people in a harsh and arid environment.

On October 31, 1864, President Lincoln proclaimed Nevada's admission to the Union as the 36th state. The State's first elected Governor, Henry Blasdel, took office on December 5, 1864.

    Today, Nevada is the nation's seventh largest state in land area. Several hundred mountain ranges cross its landscape, many with elevations over 10,000 feet. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
