    Description

    This recruitment will serve as one recruitment for two vacant positions in two different Divisions. We are looking for a Deputy Director of Fiscal and Administrative Services and a Deputy Director of Clinical Services.

    Desirable Qualifications for the Deputy Director of Clinical Services Unit: Possession of a valid license as a Clinical Social Worker, Marriage and Family Therapist or Professional Clinical Supervisor issued by the California State Board of Behavioral Science is desirable but not required.

    Note that candidates with a license will be rated higher on the eligible list for the Deputy Director of Clinical Services Unit position.

    An additional 6% salary increase will occur in October 2024

    Under general direction, to assist with planning, organizing, and managing the County Behavioral Health Department; to assist with department budget development and control; to be responsible for supervision, service evaluation, guidance, staffing, and evaluation of an assigned Division, such as Fiscal and Administrative Services or Clinical Services; to serve as a liaison with community, regional, or State agencies; and to perform related duties as required.

    DISTINGUISHING CHARACTERISTICS:
    The Deputy Director of Behavioral Health functions as a member of the executive staff of Behavioral Health. Incumbents report to the Behavioral Health Director, and are assigned primary responsibility for the planning, organizing and oversight of multiple functional areas within an assigned division of Behavioral Health which may include the Fiscal/Administrative Services Unit and/or the Clinical Services Unit.

    Example of Duties

    Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.

    Assists with planning, organizing, directing, and managing the functions and services of the Behavioral Health Department;
    Responsible for management of an assigned Department Division;
    Consults with the Director of Behavioral Health and makes recommendations regarding Department issues and services;
    Maintains knowledge of Federal, State and County program related guidelines and requirements;
    Leads the implementation of programs which meet funding and legislative requirements;
    Assists in planning, developing and administering Department goals, objectives, management strategies and program policies and procedures;
    Assists in the preparation and administration of the Department's budget;
    Works directly with Fiscal division and the department in establishing short and long term budget priorities and funding requirements;
    Prepares grant proposals;
    Monitors grants, submitting requisite activity reports and grant modifications;
    Prepares and reviews contracts/subcontracts;
    Plan and organize case work to ensure completion in accordance with regulations related to eligibility requirements, service plans, and timeliness;
    Supervises, directs, and consults with staff regarding the delivery of client services;
    Reviews and participates in the selection, assignment, training, and evaluation of staff;
    Confers with Leadership team members on personnel matters;
    Formulates recommendations to the Director on promotions, disciplinary actions, and other employee matters;
    Develops, communicates, and monitors the adherence to departmental goals, policies, protocols, safety requirements, data management, program and fiscal responsibilities;
    Presents activities of department to the Board of Supervisors;
    Directs the professional development of staff and guides all training and travel activities, certification processes, and mandated training requirements;
    Represents the Agency with other County departments, community organizations, and other government agencies;
    Performs a variety of administrative duties and manages major special projects as assigned.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS
    Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills and abilities would be:

    Education: Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in behavioral sciences, organizational leadership and development, public administration with an emphasis in fiscal management or a closely related field.

    Experience: One (1) year of experience working for San Benito County Behavioral Health in a management role OR Three (3) years of increasingly responsible supervisory work in a health or mental health management or governmental administration or equivalent.

    License: Possession of a valid California operator’s license issued by the State of California Department of Motor Vehicles.

    Special Requirements: 1) Ability to work irregular hours as necessary; (2) ability to travel within and outside the county; (3) ability to qualify for security clearance through a background investigation, including a fingerprint check.

    Desirable Qualifications: Possession of a valid license as a Clinical Social Worker, Marriage and Family Therapist or Professional Clinical Supervisor issued by the California State Board of Behavioral Science is desirable but not required.

    A master’s degree in psychology, social work, marriage and family counseling or a related field from an accredited college or university is desired.

    staff, government and community organizations and the general public; exhibit strong initiative, display and maintain a high level of maturity, integrity, loyalty, accountability and good judgment; maintain the department’s and County's commitment to provide access to care and quality services; analyze problems, consider alternatives, project consequences and implement recommendations; exhibit highly developed interpersonal skills, using tact, patience and courtesy; effectively handle complex and difficult personnel and program management problems with skill and sound judgment; read, interpret, apply and explain rules, regulations, policies and procedures; respond constructively to conflict; maintain confidentiality and control of sensitive information; inspire the trust, respect and confidence of others; work independently; prioritize personal workload and that of subordinate staff; reason logically; follow safe work practices as directed and trained.

    Physical Requirements/Work Environment:
    Work is performed primarily in an office environment including sitting at a desk working with computer equipment for prolonged periods, and travel for work purposes of training; hear and communicate orally in person, on the phone and in meetings; hand/eye coordination for use of computer/office equipment and performing ergonomics assessments; visual ability to distinguish colors; regularly working with files and general office equipment; safely operate a motor vehicle. Light to moderate lifting and carrying of files; occasionally stand and walk for extended periods.

    Disaster Service Workers:
    All San Benito County employees are designated “Disaster Service Workers” through state and local laws (CA Government Code Sec. 3100-3109 and Emergency Services Chapter 6 via adoption of local Ordinance No. 361 § 1, 2-25-75). As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable, following significant emergency or disaster.

    SAN BENITO COUNTY BENEFITS FOR MANAGEMENT EMPLOYEES
    (This is meant to be an overview of benefits only. For full benefit terms and conditions, please see MOU)

    Employees in regular, full-time positions will be eligible to participate in the following employee benefits:

    Pay Day: Employees are paid bi-weekly.

    Insurance Deductions: The insurance and benefits deductions will take place bi-monthly, normally the first two pay periods of the month. Bank/Credit union and 457 Retirement Deferrals deductions will take place bi-weekly.

    Vacation: Based on continued years of service. Newly hired MEG employees may be eligible for higher vacation accrual rate for previous public sector experience (verification required). Maximum accruals may apply depending on the bargaining unit.
    • 5 to 9 years of service = 15 days per year
    • 10 to 14 years of service = 18 days per year
    • 15 + years of service = 20 days per year
    Administrative Leave: Management employees receive 80 hours of administrative leave per calendar year. Forty (40) unused hours can be paid out at the end of the calendar year. Administrative leave is pro-rated.

    Holidays: 13.5 holidays (including 3 floating) for most employees. Safety officers and dispatchers receive approximately 5% holiday pay in addition to their base pay in lieu of paid holidays off.

    Sick Leave: 15 days per year. Maximum accruals apply.

    Medical Plan: Comprehensive CalPERS medical plans available for full-time employees. Employees appointed to a regular position at a time base of 50% or higher are eligible to participate.

    Increase County contributions to medical effective January 2024.

    a. Employee Only: $750.00, which would include the PEMHCA Minimum
    b. Employee Plus One: $1,250.00, which would include the PEMHCA Minimum
    c. Family: $1,515.00, which would include the PEMHCA Minimum

    The County's contribution above shall be prorated for positions that are less than .90 FTE rounding to the nearest one-quarter time.

    HRA: Employee Only Medical Plan: $1,500 maximum
    Employee Plus One Medical Plan: $3,000 maximum.
    Employee Plus Family Medical Plan: $4,000 maximum.

    Employees who are eligible to receive a "cash in lieu of' enrollment in the County's medical plan shall receive a taxable payment of $150 monthly (pro-rated into biweekly installments of $69.23).

    Dental Plan: County contributes $30 to Delta Dental plan for full-time employees and their families.

    Vision Plan: The County pays for employee coverage and the employee can pay for dependent coverage. This benefit is available to full-time employees only.

    Employee Assistance Program: The County provides confidential short-term counseling services to employees and dependents.

    Life Insurance/AD&D: County pays for a $20,000 BASIC life insurance policy for each employee. Voluntary life insurance plans available.

    Disability Insurance: Confidential and Management groups participate in the State Disability Insurance.

    Credit Union: Membership to the Santa Clara Federal Credit Union is available to San Benito County employees.

    Deferred Compensation: Employees may participate in tax-deferred retirement savings. Three 457 plans are available. Employees may rollover funds from prior 401k or 457 accounts. IRS limits apply.

    Retirement: Regular employees will be enrolled into the CalPERS retirement system in accordance with the Public Employees' Retirement Law. Employee contributions vary according to bargaining unit.

    All New Miscellaneous (non-Safety) employees enrolled into the CalPERS retirement system participate in the full formula of 2% at 62. Miscellaneous employees participate in Social Security in addition to CalPERS.

    Supplemental Insurance: Employees may participate in various AFLAC plans such as accident, disability, and cancer insurances.

    Flexible Spending Accounts: Health and Dependent Care available, pre-tax deductions.
