The Talent Development Manager plays a pivotal role in driving organizational effectiveness and growth through the design, implementation, and management of strategic talent development programs that enhance team member performance. You will collaborate closely with key stakeholders to assess Department talent needs, develop tailored solutions, and facilitate change initiatives that enhance team member skills, engagement, and operational efficiency.

    • Inspiring Strategic Leadership & Team Development:
      • Build, inspire, coach, and lead a high-performing, mission focused, talent development team, supporting a culture of service, excellence, collaboration, and accountability.
      • Implement strategies that maximize team member potential, including feedback that prepares them to reach their aspirational career goals.
      • Adapt personal leadership style to the needs of each team member.
    • Build, deliver and oversee Talent Development Programs
      • Create and implement a strategic talent development plan that prepares our team members for success, safeguarding our mission and vision by developing a team that is “Talent Ready for today, tomorrow and the future.”
      • You and your team will design and deliver training programs, team building, workshops, and initiatives to enhance team member skills, leadership capabilities, and overall performance.
      • Leverage talent development best practices to nurture a growth mindset and build best-in-class learning experiences for team members.
      • Facilitate strategic discussions with leaders to assess and identify needs, align objectives, and plan a strategy for launch, delivery, and measurement of new talent development initiatives.
      • Proactively identify areas for improvement in existing programs and build solutions to address gaps.
      • Evaluate effectiveness of Talent Development Programs through assessments, surveys, and feedback.
      • Coordinate training logistics, including scheduling, room reservations, and participant registration.
      • Market talent development programs and initiatives across the department to build interest and buy-in from team members.
    • Learning Management System - Oracle Learn
      • Serve as the Lead Administrator and provide oversight for content and activity in the state’s learning management system. Collaborate with and provide support to Level 2 Administrators as well as all MoDNR team members.
    • Participate in Division Placemat, projects and/or strategic initiatives.


    To be successful in this position, a candidate will need the following skills:

    • Interpersonal Skills : Strong interpersonal skills to build relationships with team members, understand their development needs, and foster a supportive learning culture.
    • Adaptability : Ability to adapt to changing organizational needs and industry trends. This includes updating talent development programs to reflect new skills, technologies, and methodologies.
    • Leadership : Demonstrated leadership abilities to influence, inspire and motivate team members. Leading by example and fostering a positive learning culture within the organization.
    • Technical Proficiency : Familiarity with various training and e-learning platforms, as well as proficiency in using LMS software and tools for tracking and managing development activities.
    • Creativity : Innovative thinking to develop engaging and effective training materials and programs that capture team members' interest and facilitate learning.


    Equivalent to those typically gained by:

    • Bachelor’s Degree in a related field and 5 years of relevant experience (substitution of education for experience will be considered).
    • Experience implementing training methodologies, adult learning principles, and instructional design concepts.
    • Experience leveraging technology to ensure ideal live and virtual learning experiences for all learners.
    • Experience working with learning management systems (LMS).
    • Excellent communication, presentation, and interpersonal skills.
