  • Job Description

    Description

    Plans, directs, and manages diverse teams and major projects within Metro, including large capital projects or management of other types of large projects or programs assigned to the Capital Oversight & Programming Strategies (COPS) department.

    Examples of Duties

    • Leads multiple sub-units to ensure compliance with operational goals for information systems, contracts, administrative support, and other initiatives
    • Directs the development, analysis, and reporting of the annual operating and capital budgets for the assigned area of responsibilities
    • Directs operating and financial performance measurement and reporting for assigned area of responsibilities
    • Liaises with internal and external clients to drive solutions
    • Formulates policy recommendations and advises management on related issues
    • Develops and implements work plan goals, objectives, policies, procedures, budget, and work standards for assigned function; monitors progress
    • Directs, coordinates, and develops responses to FTA (Federal Transit Administration) and Caltrans audits and follows up on action items reported in audit response through to completion
    • Develops recommendations to alleviate and resolve identified problems
    • Directs and administers major capital programs
    • Represents Metro and department before executive management, the Board of Directors, public agencies, community groups, committees, and professional organizations as assigned
    • Chairs and participates in various committees and task forces
    • Directs complex technical assignments, including projects and reporting
    • Manages, mentors, coaches, and motivates assigned employees to develop and train staff for growth
    • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    *This classification is At-Will and the incumbent serves at the pleasure of the Hiring Authority.*

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in a related field preferred


    Experience
    • Five years of relevant senior management-level experience in one or more of the disciplines managed


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions


    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:
    • Experience developing funding plans by local, state, and federal funding sources and their eligible uses to optimize the color of money locations and minimize eligible funding impacts on Operations, Capital, and State of Good Repair projects/programs.
    • Experience developing complex financial analyses for executive management and managing special projects and task forces to support requests from the Chief-level executives or designees.
    • Experience authoring, editing, and presenting Board reports, interdepartmental correspondence, PowerPoint presentations, and internal/external party communications.
    • Experience developing scopes of work for contractor/consultant contracts, managing capital projects, and overseeing the grant application process in support of Operations Capital and State of Good Repair Programs.
    • Experience utilizing strong organizational skills and knowledge of bus and/or rail operations combined with Project Management experience for the implementation of special capital projects.

    • Developing, directing, and implementing major capital and operational programs
    • Planning, organizing, and directing the work of business information systems functions
    • Directing, planning, and implementing policies, procedures, budgets, and financial/staffing forecasting
    • Determining and directing strategies to achieve goals
    • Analyzing situations, identifying problems, recommending solutions, and evaluating outcomes
    • Exercising sound judgment and creativity in making decisions and in emergency situations
    • Preparing comprehensive reports and correspondence
    • Effectively interacting with all levels of Metro employees and management, Board of Directors, outside representatives, and elected officials
    • Effectively managing, training, coaching, mentoring, and developing represented and non-represented assigned staff


    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Understand, interpret, and apply related laws, rules, regulations, policies, procedures, labor/management agreements
    • Direct financial decisions within a budget
    • Read, write, speak, and understand English
